Job Description
The Director of IT Procurement, Strategy & Enablement is responsible for defining and enabling the global IT procurement strategy, governance framework, and enterprise capabilities that ensure consistent, compliant, and value-driven procurement across the organization.
This role focuses on strategy, policy, operating model design, supplier strategy, tools, analytics, and organizational enablement, and partners closely with the Director of Procurement Operations & Delivery, who owns day-to-day execution. Together, these roles ensure procurement operates as a scalable, strategic enterprise capability rather than a transactional function.
Key Responsibilities:
Procurement Strategy & Leadership
- Develop, maintain, and evolve the global IT procurement strategy and multi-year roadmap aligned to enterprise priorities.
- Define strategic objectives for cost optimization, supplier rationalization, risk reduction, and procurement maturity.
- Translate strategy into clear initiatives, priorities, and success metrics.
- Partner with Global Sourcing & Procurement function.
- Works closely with IT Director – Procurement Operations and Delivery.
- Oversees US IT Procurement staff.
Governance, Policy & Decision Frameworks
- Document IT procurement decision rights, escalation paths, and approval thresholds.
- Ensure audit-ready compliance with legal, regulatory, cybersecurity, and data privacy requirements.
- Complete process definition that drives consistency, produces repeatable results, and ensures accuracy of data for IT contract management.
- Provides overall leadership of IT Procurement directives, standards, toolsets, and processes.
- Partners with IT Procurement Director – Operations and Delivery – to provide mentoring, improve staff performance, and support consistency of global operations.
Strategic Supplier Enablement
- Lead strategic supplier strategy and support executive-level vendor relationships.
- Establish supplier governance models and KPI-driven performance scorecards.
- Drive vendor rationalization and long-term alignment with enterprise strategies.
Tools, Analytics Process Enablement
- Own the procurement enablement ecosystem including intake workflows, request management, contract lifecycle management, procurement data integrity, analytics, and reporting platforms.
- Define and maintain global IT procurement KPIs, dashboards, and executive reporting.
- Drive automation, AI, and continuous improvement initiatives.
Operating Model & Organizational Enablement
- Design and maintain the global IT procurement operating model, including role clarity and RACI.
- Partner with IT executive leadership to ensure strategy-to-execution alignment.
- Support workforce planning, capability maturity, and skills development.
Executive & Cross-Functional Partnership
- Serve as a strategic procurement partner to IT groups, Finance, Legal, Security, and Enterprise Architecture.
- Role is tightly partnered with IT Asset Management function and technical IT teams.
- Prepare executive-level materials and decision briefings.
- Represent IT procurement strategy in IT governance forums.
Qualifications
Minimum Requirements:
- Bachelor’s degree in Business, Supply Chain, Finance, Information Technology, or related field plus at least 12 years of progressive experience in enterprise procurement or sourcing or demonstrated equivalency of experience and/or education
- At least 4 years of leadership experience
- Experience defining procurement strategy, governance frameworks, and operating mod
