Overview
The Assistant Director-Planning and Development manages the development activities of the department through various subordinate managers and supervisors. Supervises and directs staff, oversees planning review and zoning, coordinates large scale development projects, and ensures code compliance across multiple facets of the development process.
Essential Functions
1 Directs, leads, and manages all development processes, operations, and activities through subordinate managers and directors; delegates authority and ensures professional performance; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures.
2 Participates and leads extensive staff review meetings to develop recommendations regarding planning, zoning, legal descriptions, and other pre development issues; drafts and finalizes recommendations, attends City Plan Commission meeting to provide guidance, and delivers information to City Councilmembers regarding zoning related issues.
3 Engages, communicates, and works closely with developers, consultants, attorneys, city staff, and management to respond to requests for engineering, project, and process information; attends scheduled meetings to ensure open communication to address problems and concerns proactively.
4 Makes weekly site visits to various City projects with pending design or process questions; performs research and review vow best practices on solving different design issues and concerns; consults with engineers and staff from other City departments to ensure appropriate communication.
6 Monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services; evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions and leads budget development activities.
7 Prepares annual performance plans and conducts mid-year and annual performance reviews; monitors and oversees budget items, provides input for CMO reports, and provides direction for staff and department managers.
8 Oversees the hiring, training, and performance of all planning and development staff; provides performance evaluation and feedback, addresses disciplinary issues, and fosters teamwork amongst the department and its activities; identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication, and accountability.
9 Attends City Council and legislative hearings and takes necessary action regarding decisions or inquiries made at such hearings.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Thorough knowledge of business principles, practices and techniques used in department management.
2 Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
3 Knowledge of zoning committees, zoning regulations, and zoning commissions.
4 Ability to estimate, justify, and evaluate costs and program effectiveness.
5 Ability to establish a good rapport and working relationship with federal, state, and local agencies, other city departments, and the general public.
6 Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals.
7 Ability to manage program activities and establish goals and objectives.
8 Ability to provide administrative and professional supervision, leadership, and direction to subordinate staff
9 Ability to determine work procedures that expedite workflow, improve efficiency, and increase operational effectiveness.
10 Communicating effectively orally and in writing.
11 Establishing and maintaining effectively working relationships.
