Contract Administration administers the solicitation process of construction, non-construction and personal services contracts. The Division also ensures the timely ordering and installation of all furniture and equipment required at new and existing schools and process all SCA purchase orders. Within Contact Administration is the Prequalification Unit that vets all firms wishing to do business with the SCA for credit-worthiness, financial stability, integrity, and licensing.

Job Description Summary

The Senior Management Specialist, Contract Negotiations, reports to the Senior Manager, Contract Negotiations, and plays a critical role in managing, auditing, and calculating multiplier rates for labor associated with various professional service contracts. The position involves ensuring compliance with approved multiplier rates, supporting procurement and reporting functions, and collaborating with IT to implement and maintain financial processes within the Vendor Access System (VAS). Additionally, the Senior Management Specialist contributes to the development of the RFP module and serves as a vital liaison between internal departments, external consultants, and stakeholders to ensure the accurate and timely execution of contracts and solicitations.

Job Description

Responsibilities include:

  • Manage, audit, and calculate labor rates for professional service contracts, ensuring compliance with approved multipliers and reporting on personal service contract activities.
  • Conduct thorough audits of multipliers and supporting documentation to ensure accuracy, compliance, and consistency with established policies and guidelines.
  • Maintain detailed consultant files to track correspondence and documentation of approved multipliers.
  • Prepare, analyze, and finalize multiplier rates for various professional service contracts.
  • Analyze and recommend improvements to policies, procedures, processes, and systems to enhance efficiency and accuracy.
  • Act as a liaison among various SCA departments, divisions, and external consultants, ensuring effective communication and collaboration.
  • Coordinate with the Contract Compliance Unit (CCU) on the semi-annual RFP Planning Meeting for all departments.
  • Review RFP submissions to ensure compliance with minimum requirements, including all necessary documentation.
  • Assist with Selection Committee review meetings, addressing key issues that arise.
  • Review and finalize decision documents such as Justification Memos, Scope of Service, RFP Invitation Letters, and Evaluation Tally Sheets, ensuring timely completion.
  • Assist with debriefings, providing feedback to firms not selected for contracts.
  • Support the Senior Manager, Contract Negotiations, and Senior Director, Operations, in monitoring the status of existing Requirements Contracts and anticipating future needs.
  • Prepare weekly and periodic reports on data related to solicitations, contracts, and supplemental agreements.
  • Complete special projects as assigned by senior management.

Additional Considerations:

  • Strong familiarity with financial statements, income tax returns, and related financial information. Ability to conduct comparative analysis and strong organizational skills.
  • Detail-oriented with strong analytical skills and proficiency in Microsoft Excel (including formulas/functions) and familiarity with data query and management tools.
  • Experience auditing financial data, ensuring compliance, and identifying discrepancies in calculations or supporting documentation.
  • Ability to meet deadlines and effectively communicate with internal and external stakeholders.
  • Candidates without a Baccalaureate degree must possess an additional four years of full-time experience to qualify.

Qualifications and Preferred Experience:

  • Strong analytical and organizational skills with attention to detail.
  • Proficiency in Microsoft Excel, particularly with formulas and functions.
  • Familiarity with financial statements, income tax returns, and related schedules.
  • Experience in auditing financial data, ensuring compliance, and identifying discrepancies.
  • Ability to communicate effectively and meet deadlines.
  • Familiarity with data query and management tools is a plus.
  • Experience collaborating with IT teams on system implementations is highly desirable.
