Program Summary
KBR maintains and manages Army prepositioned stocks at the Army Field Support Battalion - Charleston (AFSBn-CHS) land site and aboard ships to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek in support of the Army’s power projection doctrine and resources. The contract provides maintenance of APS-3 stocks (Class II, IIIP, IV, VII, IX) to ensure that unit sets stored aboard marine vessels are configured and maintained at optimal readiness. KBR provides limited maintenance and supply support aboard ship to ensure that equipment sets are maintained in a ready condition for emergency download and issue to operating units at the direction of the US Army. KBR also provides maintenance services and logistical support for other Army programs, IAW individual scope of work contract requirements.
Job Summary
The Payroll Specialist and Small Business Partner Coordinator works in the Payroll/Finance office at KBR’s APS-3 program in Goose Creek, SC. This administrative position primarily supports activities related to the ~250 employees who are part of the sub-contracted labor force on site. This includes maintaining staffing files, tracking labor hours, validating accuracy of invoices received from labor vendors, and coordinating hiring and termination activity for sub-contracted labor employees. Attention to detail, accuracy, and reliability are critical characteristics for this position. This employee has regular access to the supervisor, but normally works under limited supervision.
Roles and Responsibilities
Process invoices for sub-contracted labor. Verify accuracy of rates, labor categories, and hours recorded.
Record employees’ hourly time worked in Costpoint (Deltek).
Coordinate hiring activity for sub-contracted labor. Notify sub-contracted labor companies of openings. Receive and distribute resumes to hiring managers. Facilitate and track status of onboarding new employees.
Track sub-contracted employee documentation of attendance and performance.
Coordinate compensation and reimbursement of subcontracted employees to include promotions, travel, etc.
Process CDRL (Contract Data Requirement List) in accordance with customer contract
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
Must be a U.S. Citizen.
Must be able to obtain and maintain a Common Access Card (CAC)
Must obtain and maintain local base access.
Must possess a valid State Driver’s License.
Must be capable of getting a Secret security clearance.
Must have a minimum of 3 years of related job experience.
Physical Requirements:
Must be able to stand - between 2 to 3 hours per day.
Must be able to walk - between 2 to 3 hours per day.
Must be able to Lift - up to 35 lbs. periodically.
Must be able to squat, knell, bend, reach and climb periodically.
Must be able to work outside and inside in non-climate-controlled environments.
Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)
Organizational skills. Able to track, prioritize, and manage multiple tasks. The ability to communicate and coordinate with supported sections and departments.
Proficient with Microsoft Office suite, particularly Outlook and Excel.
Experience with Costpoint (Deltek) or similar time keeping system is a plus.
Professional behavior and appearance; Good verbal and written communication skills; reliable.

For hourly employees, the premium overtime is paid at time and a half.
The APS-3 daily schedule is a 5-day workweek with the potential for overtime during high-demand missions.
The APS-3 standard workweek schedule is from 6:30 am - 3:00 pm Monday-Friday with possible overtime as the mission demands.
