What We Offer

Location & Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position, you can expect to be in the office three days per week. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at the Webb Municipal Building at least three days per week, and also at the Denver Motor Vehicle Offices when necessary.
Who We Are & What You’ll Do
The Department of Finance (DOF) is responsible for the fiscal health of the City. The DOF leads fiscal analysis and guidance, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio. The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes.
The City Treasurer serves as a senior executive within the Department of Finance and a key advisor to the Chief Financial Officer and the Mayor. This position provides strategic leadership over the City’s tax administration and enforcement, and Division of Motor Vehicle (DMV) operations, while maintaining a focus on fiscal integrity, legal compliance, and public trust.
The Treasury Division is responsible for the billing and collection (timely & delinquent) of property taxes (real & business personal property). In addition, it is responsible for auditing business personal property tax for compliance. Property taxes are a “county function” and are governed by Title 39 Article 1 through Article 12 of the Colorado Revised Statutes. Unlike other counties, the accounting and disbursement functions are assigned to the DoF – Controller’s Office. Approximately, two-thirds of the property tax is collected on behalf of Denver Public School and other special districts. In 2025 the Treasury Division collected $2.1 billion of property tax.
The Treasury Division is responsible for the administration of all municipal taxes imposed under the authority of Chapter 53 of the Denver Revised Municipal Code. These taxes include sales tax, use tax, lodger’s tax, occupational privilege tax, facilities development admissions tax, and telecommunications business tax. The total amount collected in calendar year 2024 for these taxes via timely returns, delinquent collections and compliance audit recovery was $1.5 billion.
The Treasury Division is responsible for the administration of the motor vehicle titling & registration process governed by Title 42 and Title 43 of the Colorado Revised Statutes. In 2024 the Treasury Division collected $31.3 million of specific ownership taxes and various vehicle ownership fees and completed 450,000 customer transactions related to the titling and registration of motor vehicles.
Key Responsibilities
Tax Administration & DMV Oversight
Lead and direct the City’s tax collection and compliance programs, ensuring consistency with Colorado law (property tax) and Denver’s home rule tax authority (all other taxes imposed by the City).
Provide expert analysis and feedback on tax legislation, ordinances, and policies; provide guidance to the CFO in drafting or evaluating tax code changes.
Oversee all operations of the City’s DMV branches, ensuring accessible, customer-centered service and regulatory compliance.
