ABOUT OUR DISTRICT

The Syracuse City School District is undergoing a new phase of innovation and transformation with the goal of ensuring that all students graduate high school with the skills needed to be ready for college and career. For Syracuse, all means all - including students who fall behind academically or have been considered "hard to support" for a host of reasons. The School Board and Syracuse community have charged the Superintendent with improving student achievement, and he is seeking a dedicated and diverse team of school leaders and teachers to partner with him in moving the district toward its goals. The Syracuse City School District represents 34 schools and 4 alternative education programs, serving 19,000+ students Pre-K-12 of whom 77% qualify for free or reduced-price lunch, 18% are served by the Office of Special Education and 78% are students of color.

JOB DESCRIPTION

The Chief Information Officer (CIO) prepares educational accountability reports and administers the District’s assessment and academic evaluation plans. The CIO establishes and implements strategic plans for information technology, operating policies, programs, and schedules, ensuring that technology is applied efficiently and cost-effectively. The CIO supervises both the assessment and research staff—overseeing standardized testing programs and the selection, development, and implementation of assessment tools—and the information technology staff, including the development, implementation, operation, and maintenance of the District’s information systems, computer services, network communications, and management information services.

The CIO works collaboratively to provide high-quality data to support and implement the District’s strategic initiatives. The CIO provides leadership in the management, coordination, and implementation of a system-wide, cross-functional accountability system. This includes developing and disseminating achievement-related data, directing research and evaluation projects, overseeing data system functions, and managing summative and formative assessment activities. The CIO also provides technical assistance to District staff in the areas of assessment and research.

As a member of the Executive Leadership Team, the CIO articulates the District’s strategic initiatives and program alignment to various local and state officials. The CIO develops streamlined data systems that generate high-quality, results-focused information and supports the transformation of data into actionable insights that lead to high student achievement. The CIO works closely with other members of the Executive Leadership Team.

DUTIES AND RESPONSIBILITIES

Duties and responsibilities of the Chief Information Officer include, but are not limited to:

• Meets with school administrators to educate, advise, and provide research on accountability issues and new regulations.
• Directs the preparation and administration of all state and District assessments.
• Oversees the development of accountability reports for school, District, state, and federal levels and presents findings to stakeholders.
• Supervises the development of goals, short- and long-range plans, and implementation of programs and services for assessment.
• Identifies and gathers data necessary for decision-making, interprets and reports data, and provides technical advice to District and site personnel.
• Provides direct assistance to school administrators regarding legal and appropriate use of accommodations and modifications in assessment administration.
• Supports school administrators in meeting state-mandated requirements for attendance tracking, electronic reporting, and accountability reporting.
• Assists District personnel in the preparation, analysis, and interpretation of statistical data.
• Implements research initiatives, maintains awareness of current research and trends in education, and serves as a resource to staff.
• Serves as a liaison between the District and external agencies in the coordination and reporting of instructional improvement data.
• Provides leadership in developing Districtwide enrollment projections, student assignment planning, and information dissemination.
• Monitors and evaluates IT operations and recommends enhancements.
• Identifies and integrates emerging information technologies.
• Assesses new computing technologies for organizational value.
• Develops RFPs for acquiring advanced technology systems.
• Reviews and recommends approval of major technology contracts.
• Establishes IT infrastructure to support teaching, learning, and growth.
