Job Description

This Position is Contingent on Contract Award. 

Under the direction of the National Program Director and in collaboration with the Office of the Chief Medical Officer (OCMO) of U.S. Customs and Border Protection (CBP), the National Security and Background Investigations Manager develops, implement, and evaluate the security and background investigations policies and procedures of the medical services contract in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody. The National Security and Background Investigations Manager is directly responsible for the security and background investigation functions that impact medical services and collaborates with the management team in overall planning and execution of program directives.  

This full-time position is to plan, conduct, and coordinate with Department of Homeland Security (DHS)/CBP’s Office of Personnel Resources (OPR) Federal Tier IV Background Investigations (BI) of any contracted medical providers and medical support staff before they are cleared to work at a secure DHS/CBP facility. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit. Contracted medical staff work together with CBP personnel to provide health care services for persons of all ages, to include infants, children, adults, and pregnant females, which requires, per DHS policy, to possess a cleared Tier IV BI. Due to the extensive length for BI clearance process to occur, this position will conduct their own organization’s pre-employment background checks of any selected medical provider and medical support staff candidates prior to initiating a BI with DHS/CBP OPR. 

MISSION  

CBPs Office of the Chief Medical Officer (OCMO) employs a trauma informed care model to provide frontline medical care for persons in CBP custody in accordance with Enhanced Medical Support Efforts CBP Directive (2210-004). This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners) and support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. 

Duties and Responsibilities

• Conducts pre-employment background investigations for the purpose of determining employment suitability of persons who require access to sensitive or classified U.S. Government information to include the following:  
  • Criminal history  
  • Drug testing  
  • Educational and medical licensure/credential verification  
  • Online/Social Media checks  
  • Credit check  
• Perform subject and source interviews using tact and professionalism while following Federal background investigation standards. 
• Perform record searches. 
• Once medical staff candidates' clear pre-employment background investigations, promptly (within 24-72 hours of clearing pre-employment background investigations) ensure submission of candidates’ E-QIP forms to initiate the Tier IV BI on-line (or hard-copy documents, as required) to DHS/CBP’s OPR.
