Overview:
The Quality Assurance Division at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position as Software Quality Assurance (SQA) Program Manager. This position is responsible for ownership and management of the Laboratory’s Software Quality Assurance (SQA) program (quality policies, procedures, tools and methodology) as well as leadership of tactical deployment and assessment of program requirements in line organizations. At ORNL, the SQA program is co-owned by the Quality Assurance Division and Information Technology Services Directorate. Even though lines of ownership for program elements are somewhat blurred, this position is primarily responsible for the quality aspects rather than software aspects of the program.

ORNL currently implements an ISO 9001 quality requirements with a growing portfolio also implementing NQA-1 and cGMP.
Major Duties/Responsibilities:
- Serves as a principal software quality assurance (SQA) subject matter expert for ORNL
- Works with the Information Technology Services Division (ITSD) to jointly implement, manage and improve ORNL’s SQA program
- Reviews and interprets sponsors’ SQA requirements/guidelines and applicable standards to establish and continually improve the lab-wide SQA Program
- Collaborates with other laboratories and institutions to interpret stakeholder requirements and standardize their institutional implementation
- Benchmarks best practice SQA programs as inputs for ORNL program improvement
- Leads or participates in assessments to ensure ORNL organizations are adhering to SQA requirements as documented in ORNL’s Standards-Based Management System (SBMS)
- May assist in oversight assessments or activities at other DOE sites, national laboratories, etc.
- Provides training opportunities so that software owners, development/acquisition teams, and organization-level (directorate, division, etc.) SQA Points of Contact (POC’s) are appropriately trained to perform required SQA tasks and responsibilities
- Provides assistance to software owners and their organizations in determining the appropriate quality requirements for each software application, using a graded approach
- Develops and implements metrics to monitor program health and achievement of milestones/goals that contribute to mission accomplishment
- Ensure SQA requirements are appropriately flowed down to subcontractor, including subcontractor implementation
- Participates as active member of QA functional team and assist in other work activities and improvement initiatives as requested

Basic Qualifications:
- A Bachelor’s Degree in science, engineering, or a related field.
- A minimum of eight years of experience in a quality assurance role
- A minimum of five years of software quality assurance (SQA) experience, preferably in a leadership role
- A working knowledge of recognized Quality Standards such as NQA-1, ISO 9001, cGMP and quality concepts.

- Excellent written and oral communication skills.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs Knowledge and experience in validating implementation of quality assurance programs in an R&D environment. `
- A demonstrated track record of investigation analysis and problem solving.
- Strong computer, organizational, verbal and written communication skills.
- Software development and/or computer systems analysis experience.
- Strong analytical skills; customer service experience; and the ability to interpret, communicate, and implement complex instructions.
- This position may require some level of travel.
