The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

The City of Philadelphia’s information technology operations stand at an exciting crossroads. After significant legacy system modernizations, we now have robust software and UX engineering teams creating best-in-class digital services. Our cybersecurity defenses are strong, supporting a hybrid remote and on-prem workforce. The Office of Innovation and Technology (OIT) is now looking for a need a visionary leader to guide the next wave of modernizations and innovations. This newly created Deputy CIO role will act as Chief Digital Innovation Officer who can both envision the near and long term futures, draft clear actions plans, and lead on the implementation of those plans in collaboration with the CIO and other executive team members.

Essential Functions
Digital Strategy Development:
•    Manage the City’s public-facing digital strategy. Develop and implement comprehensive a City-wide digital innovation strategy that aligns with key departmental business objectives. This includes setting the vision for digital initiatives and ensuring they integrate seamlessly with overall strategic planning and aligning digital initiatives with broad organizational goals. 
•    Champion innovation leadership. Lead digital innovation across departmental units. Encourage creative thinking, explore emerging technologies, and identify opportunities for growth and efficiency.
•    Prioritize digital equity, and accessibility. This involves creating solutions that serve all residents, regardless of socioeconomic status or abilities and using user research and data to make informed decisions.

Leadership and Team Management:
•    Lead and inspire the Software Development Director and Digital Content Director, fostering a collaborative and innovative work environment.
•    Oversee the recruitment, development, and performance management of the digital innovation team.
•    Excel in change management. Leading teams through digital transformations requires the ability to navigate resistance, communicate effectively, and inspire confidence in the vision.

Project Oversight and Execution:
•    Oversee the design, development, and deployment of cutting-edge mobile apps, websites, and software applications.
•    Ensure all digital projects are delivered on time, within budget, and meet high-quality standards.
•    Ensure appropriate platform management. Oversee the development and management of digital platforms. This includes evaluating existing systems, identifying gaps, and recommending improvements.
•    The CDIO must align digital initiatives with broader organizational goals, anticipate future trends, and make informed decisions.
