Job Summary:

The non-sworn Investigator conducts complex regulatory investigations for State Certification, Tribal Licensure Recommendation, and Event Wagering/Fantasy Sports licensure. Duties include background checks, applicant interviews, public record review, securing evidence, and preparing detailed reports with issuance, denial, revocation, or suspension recommendations. This position requires coordination with management and the Attorney General's staff, potential case referrals for prosecution, and testimony. The Investigator may also perform special investigations.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Conduct background investigations of applicants for State Certification, Tribal Licensure, and Event Wagering/Fantasy Sports licensure.
  • Interview applicants; analyze criminal history (DPS/FBI), CLEAR data, credit reports, and law enforcement information.
  • Research public records and expert reports. Secure evidence, complete work papers/exhibits, and write detailed reports with findings, conclusions, and recommendations on issuing, denying, revoking, or suspending certification/licensure.
  • Initiate the Denial, Revocation, and Suspension process for unsuitable applicants.
  • Investigate suspected violations of the Gaming Compact, Event Wagering/Fantasy Sports rules, and applicable laws.
  • Provide legal and administrative testimony. Act as an information liaison with other agencies.
  • Coordinate investigations with management and Attorney General staff.
  • Travel may be required, potentially involving overnight or extended stays.
  • May be asked to work nights, weekends, and holidays.
  • All travel and investigative plans must be approved by the Supervisor/Manager/Assistant Director.
  • Attend department meetings and complete mandatory ADOA training, and may assist other teams within the Department.
Knowledge, Skills & Abilities (KSAs):
  • Deep understanding of the Arizona Tribal-State Compact and its Appendices.
  • Considerable knowledge of the Arizona Revised Statutes (including Title 5 and Title 13) and applicable federal laws.
  • Knowledge of the Rules of Evidence for providing testimony in legal settings.
  • Sensitivity to and knowledge of Native American cultures and sovereignty.
  • Knowledge of financial fraud investigation techniques.
  • Ability to recognize applicant attributes that would indicate potential public safety concerns in high-population public facilities.
  • Proficiency in desktop research, examining applications, public records, and other documentation.
  • Effective and open communication with Financial Investigators, management, applicants, and other regulators.
  • Skilled in preparing for and conducting applicant interviews and interrogations.
  • Ability to write detailed, factual investigative reports that support conclusions.
