Overview
The Vermont Community Broadband Board's (VCBB's) mission is to ensure that all Vermonters have affordable and dependable access to broadband access. Broadband is essential for remote work, telehealth, economic development, energy equity, and the revitalization of rural communities. The Board is looking for an experienced, flexible, and motivated Administrative Services Manager III for an opportunity to leverage past experiences to develop budgeting and administration systems within a small team to effectively support the statewide effort to build out universal broadband.
This position is primarily responsible for providing administrative support to the Executive Director and other staff. This includes the preparation of board materials, contract administration, overseeing the procurement of goods and services, invoicing and budgeting. This position assists the VCBB team in performing short- and long-range planning to achieve VCBB goals and objectives. The Administrative Services Manager may also help with trainings and events as needed. The Administrative Services Manager will also provide direct admin support to the Executive Director and other staff. This may include research, scheduling, file management, and other tasks as directed.
The ideal candidate is positive, self-motivated, resilient, patient, assertive, able to work under pressure to meet deadlines, and able to handle a diverse community of personalities and opinions and a flat organizational structure. The ideal candidate will also have excellent verbal and written communication skills and familiarity with State of Vermont systems. A sense of humor can be helpful. The preferred candidate will bring both experience and initiative to the role. This position will be home based in Vermont, with the ability to travel to the Montpelier office on occasion. Staff will meet in person once a month. The VCBB is an independent office within the Vermont Department of Public Service.
This is a limited-service position funded through 2026 with anticipated continued funding through 2029.

This is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Minimum Qualifications
Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Bachelor's degree in any discipline AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Associate's degree in accounting, business or public administration, office administration or a related field AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
High School diploma AND seven (7) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
One (1) year or more of experience as an Administrative Services Manager II with the State of Vermont.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
