SUMMARY

This position is based in the Storm Water Services’ Strategic Planning and Operations Division on the Asset Management Team and is responsible for providing technical inspections of storm drainage culverts, pipe networks, drainage structures, bridges, waterways, and other drainage features assisting in the condition assessment to maintain the City’s critical stormwater culvert facilities.

Offering: $82,835.00 - $92,037.00 commensurate with experience

Major Duties and Responsibilities:

  • Oversees and performs inspections of culverts, pipes, structures, and other drainage features to document condition and identify damage and/or deterioration.
  • Take measurements, photographs, and record various attributes in a digital report format.
  • Schedule, attend, and review video inspections of storm drainage infrastructure and document observations.
  • Verify assets are performing in compliance with project plans and specifications of previously completed work.
  • Maintain inspection information in documented database and perform GIS analysis as needed.
  • Evaluate defect data for determination of corrective actions.
  • Assist project manager in the development of repair and maintenance plans, cost estimates and hydraulic and hydrologic analysis.
  • Assist project manager with coordination of real estate acquisition, utility relocations and construction phase tasks.
  • Report immediate or emergency needs and prepare documentation for coordination with appropriate agencies.
  • Certify inspection data entry and associated forms.
  • Assists with the evaluation and prioritization of the City’s drainage system with considerations for hydraulic capacity and structural condition.
  • Assist in the support of the development, implementation, and maintenance of Storm Water Services’ asset management program and associated initiatives.
  • Provide exceptional customer service and coordinate with internal and external stakeholders.
  • Perform other duties as assigned.

Knowledge, Skills & Abilities:

  • Ability to learn and comprehend hydraulic and hydrologic modeling software including:
    • Hydro CAD
    • HEC-RAS
    • HY8
    • Arc-GIS Pro
    • Storm CAD
    • Hydraflow
  • Basic knowledge of City of Charlotte Land Development Standards, NCDOT Standards and Specifications and Charlotte-Mecklenburg Storm Water Design Manual.
  • Ability to read and interpret engineering plans, details, and specifications.
  • Visualize details and draw technical sketches.
  • Operate video and site inspection equipment.
  • Effectively use measuring devices such as rulers, tapes, levels, etc.
  • Understand hazards and exhibit a serious attitude towards safety precautions.
  • Possession of a valid driver’s license, dependable passenger vehicle, good driving record and ability to receive and maintain a City Driving Permit.
  • Ability to work well in team environments and have initiative to work independently and efficiently to complete assigned tasks.
  • Proficiency in Microsoft Office Suite.

Preferred Qualifications: 

  • Experience with NASSCO and/or AASHTO inspection standards.
  • Experience with design, installation, and/or maintenance of storm drainage infrastructure.
  • Experience with GIS software.
  • EI certification.

Minimum Qualifications:

Bachelor's Level Degree - Engineering and one-year relevant experience.

Physical Demands:

  • Must be able to frequently and repetitively remove and replace manhole lids and drainage inlet grates, exerting up to 100 pounds of force.
  • Must be able to occasionally bend, crawl and stoop, crawl through culverts as small as 42 inches in height.
  • Must be able to walk up to 3 miles per day and stand for several hours at a time.
  • Must be able to carry equipment up to 30 pounds of equipment through difficult terrain.  
  • Perform work under adverse weather and environmental conditions.
  • This position requires significant judgement and the ability to carry equipment up to 30 pounds through areas that require traveling by foot. Common examples include traversing difficult and uneven terrain, retaining structures, barriers, and various urban/rural conditions; encountering a wide range of animals, insects, vegetation, and weather conditions; interacting with public; and experiencing unforeseen conditions/situations in accessing and entering drainage
