BACKGROUND
Purpose of Activity/ Assignment:
Safe Online is seeking a consultant to support the fund management portfolio, including key systems, platforms, and processes to maximise the Safe Online’s return on investment from its Safe Online grants and support its grantee network in sharing and leveraging learning, with a specific focus on Monitoring, Evaluation and Learning (MEL). This role will contribute to the assessment of the portfolio’s needs, manage technical assistance, identify opportunities, and guide cohorts and technical collaboration between grantees and other Safe Online partners
Scope of Work:

Grant Management - Application (approx. 50 applications per year) - Sift and review of approximately 50 applications per Call for Proposals, including documentation of initial analysis and screening results. Provide analytical inputs to Results Frameworks and selection notes and onboarding materials (Spreadsheets, Word Documents and Project Documentation Packages) 15 Mar 2026 - Sift and review of approximately 50 applications per Call for Proposals, including documentation of initial analysis and screening results. Provide analytical inputs to Results Frameworks and selection notes and onboarding materials (Spreadsheets, Word Documents and Project Documentation Packages) 15 Mar 2027 2. Grant Management - Monitoring (approx. 50 reports per year) - 50 reports reviewed including analysis on qualitative and quantitative information on project progress, with a focus on MEL and Theory of Change aspects provided by the grantees, ensuring quality, completeness, and alignment with approved project plans, results framework (Spreadsheets, Word Documents and Project Documentation Packages) 30 Jun 2026 - Conduct 12 monthly virtual monitoring calls with selected grantees to assess implementation progress, challenges and results (Check-in calls). As a part of these calls, the consultant will need to document key takeaways, follow-up actions and lessons emerging from these calls, as well as conduct data quality checks and indicator validation exercises. The key takeaways will synthesize findings and trends for portfolio-level analysis and adaptive management. 31 Dec 2026 - 50 reports reviewed including analysis on qualitative and quantitative information on project progress, with a focus on MEL and Theory of Change aspects provided by the grantees, ensuring quality, completeness, and alignment with approved project plans, results framework (Spreadsheets, Word Documents and Project Documentation Packages) 30 Jun 2027 - Conduct 12 monthly virtual monitoring calls with selected grantees to assess implementation progress, challenges and results (Check-in calls).
