Knowesis is seeking an Advanced Senior Policy Analyst/Medical Consultant to provide Medical Countermeasures (MCMs) / chemical, biological, radiological, and nuclear (CBRN) Subject Matter Expertise in support of the Office of The Deputy Assistant Secretary of Defense (Health Affairs) for Health Readiness Policy and Oversight (HRP&O). The MCM Medical Consultant will support a wide variety of MCM portfolio and preventive medicine responsibilities with subject matter expertise integral to Service members and beneficiaries, primarily concerning Department of Defense (DOD) policy development to ensure that safe and effective MCMs are available for Service members in CBRN environments.

To be eligible for this position, candidates must have a Secret clearance and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements.

The Job Duties and Responsibilities include but are not limited to the following:  

• Provide consultative services in the review and conduct of medical Analyses of Alternatives (AoA), market research validations, or other special studies or reviews, and evaluations integral to HRP&O and the DOD medical countermeasures research, development, and acquisition (RDA) and requirements processes.
• Review and provide medical impact comments and recommendations on DOD AoA measures of performance and effectiveness and other study parameters related to pre-acquisition standards, process improvement, infrastructure, and market research, and provide technical expertise, adjudication, and interpretation of study plans and reports.
• Support the government in coordinating interagency functions and briefing materials of AoA studies and reports, and market research validations.
  
• Assist the MCM/CBRN policy directors as directed in engagement with DoD (Services, USD(P), Chemical Biological Defense Program (CBDP), etc. ) components to ensure policy and guidance developed by other DoD components reflect OASD(HA) equities, perspectives, insights and guidance where appropriate.
  
• Provide consultative services that leverage information technologies, resources, analytical and technical oversight and plans that enhance the effectiveness of MCM business processes among DOD components.
  
• Complete project analyses and reviews, and contribute interpretations and recommendations on various MCM portfolios related to past, current, and emerging CBRN threats and exposures, and infectious disease threats.
  
• Provide MCM/CBRN subject matter expertise to verify, review, and analyze document data summaries, and spreadsheets from DOD, U.S. Government, non-U.S. Government, private, and academic sources and make recommendations for action.
  
• Maintain the DOD – Department of Veterans Affairs (VA) Chemical and Biological Warfare Exposure System (CBWES) and support tasks related to ensuring data and records remain current and accessible in this system or successor systems.
  
• Review and analyze exposure records and other documents to assure information is recorded in the CBWES or successor systems.
  
• Provide consultative assistance on the relationships and information exchanges concerning presumptive exposures identified for input into the CBWES or successor systems.
  
• Develop briefings on the CBWES and its data, as requested.
  
• Support the U.S. Government’s analysis and development of summary reports, and policy documents for MCM products (CBRN defense activities, Biosurvelliance, etc.).
  
• Support the MCM/CBRN Policy Directorate on DOD and other U.S. Government Interagency workgroups and subcommittees, providing subject matter expertise and collaboration.
  
• Advises on CBRN and emerging infectious diseases required to enable the Program Director to respond to requests from the U.S. Congress, VA, Government Accountability Office (GAO), Inspector General of the DOD (DODIG) and other U.S. Government agencies.
  
• Develop and submit timely status updates on CBRN and emerging infectious diseases projects (to include relevant completed items, potential risks, issues, and MCM action items.
