About the Role

Pluribus Digital is seeking an experienced Senior Program Manager to lead a complex Federal technology modernization program supporting the Alcohol and Tobacco Tax and Trade Bureau (TTB) within the U.S. Department of the Treasury.

The Senior Program Manager will be responsible for the overall management, execution, and successful delivery of a large-scale Federal contract involving Agile software development, operations and maintenance (O&M), system modernization, and service delivery improvements. This individual will serve as the primary point of contact for Government leadership and will oversee multidisciplinary teams consisting of software developers, engineers, analysts, operations personnel, and subcontractor partners.

The ideal candidate has extensive experience managing Federal programs of similar size, scope, and complexity, including performance-based contracts, Agile delivery environments, and enterprise modernization initiatives. The successful candidate will demonstrate exceptional leadership, communication, quality assurance oversight, and the ability to coordinate across Government stakeholders and contractor teams to achieve mission outcomes.

What You Will Do

Program Leadership & Contract Management

  • Provide overall program leadership, direction, and management for a large-scale Federal technology services contract.

  • Serve as the primary liaison between Government leadership, stakeholders, subcontractors, and delivery teams.

  • Ensure contract performance meets all technical, schedule, cost, quality, and service delivery requirements.

  • Lead program planning, execution, reporting, risk management, and strategic decision-making activities.

Agile Delivery & System Modernization

  • Oversee Agile software development teams supporting application modernization and digital transformation initiatives.

  • Coordinate with Government stakeholders and contractor teams to support an Agile delivery environment.

  • Manage the transformation, consolidation, and modernization of systems to improve operational efficiency, data quality, and service delivery.

  • Ensure alignment with modern digital service practices and Agile methodologies.

Operations & Maintenance Management

  • Oversee operations and maintenance activities for mission-critical production systems.

  • Ensure system reliability, availability, security, and performance while supporting continuous improvement initiatives.

  • Lead efforts to identify, prioritize, and resolve operational risks and issues.

Team Leadership & Resource Management

  • Manage, supervise, and mentor multidisciplinary teams consisting of employees and subcontractors across various labor categories and skill sets.

  • Direct workforce planning, staffing, resource allocation, and performance management activities.

  • Foster collaboration across technical, functional, and operational teams to ensure successful program execution.

  • Promote a culture of accountability, continuous improvement, and delivery excellence.

Quality Assurance & Performance Management

  • Establish and maintain quality assurance processes and performance management practices aligned with contract requirements.

  • Ensure compliance with contractual obligations, service level agreements, and quality standards.

  • Monitor program performance metrics and implement corrective actions as necessary.

Executive Communication & Stakeholder Engagement

  • Prepare and deliver executive-level briefings, reports, and presentations to senior Government officials.

  • Communicate program status, risks, accomplishments, and recommendations to Government leadership and company executives.

  • Build trusted relationships with customer stakeholders and partner organizations.

Required Qualifications

  • Minimum of five (5) years of experience as a Program Manager or Project Manager managing large-scale programs and contracts of similar scope, type, and
