The Office of Children and Families (OCF) aligns the City’s policies, resources, and services for children and families. Our priorities are:

• Supported schools and communities.

OCF administers a number of City-supported programs, including Adult Education, Out-of-School Time, WorkReady, Community Schools, and PHLpreK. The office also oversees the Department of Human Services (DHS), Philadelphia Parks & Recreation, and the Free Library of Philadelphia.

Job Description

The Out-of-School Time (OST) Director of Operations reports to the Chief of Prevention and supports the strategic vision and progress toward shared outcomes, cultivates innovative partnerships and models of programming with new and current stakeholders, identify opportunities for local adoption of emerging practices, maintains relationships with relevant local, state and national partners, and maintains alignment between the OST system services and the dynamic needs and priorities of Philadelphia communities. All with a demonstrated commitment to diversity, equity, and inclusion.

The Director of Operation manages one intermediary which is responsible for contracting, payment, monitoring and oversight of OST providers, contract conformance and flow of funds to subcontracted providers as well as continuous quality improvement (CQI). The Director of Operations directly supervises the Summer Program Manager, the Philly Reading Coaches Manager as well as the Foster Grandparents Program Manager. The Director will also work closely with the Senior Director for Youth Workforce and City departments. The Operations Director is also responsible for working collaboratively with and building a coordinated relationship with the School District of Philadelphia (SDP) and other strategic partners such as the Every Hour Counts Coalition and philanthropy.

Essential Functions

Strategic Planning

• Demonstrated leadership and vision in managing staff and major projects or initiatives.
• Ability to create a vision, plans, and move work toward completion of measurable goals and targets.
• Experience developing, creating, and implementing new programs.
• Secure additional resources, as needed, to fully operationalize OCF OST’s program’s priorities.

Relationship Management

• Experience cultivating relationships with multiple partners and bringing partners together around common goals.
• Build and maintain strong partner relationships; exceptional relationship-builder.

• Represent OCF OST in industry-group conferences, professional associations, and other public venues.
• Develop thought leadership around specific topics/emerging practice areas.
• Share-in knowledge dissemination, reporting, and communications.

Program Leadership and Management 

• Ensure ongoing programmatic excellence.
• Demonstrate consistent quality of finance and administration, fundraising, communications, and systems; recommend timelines and resources needed to achieve the program goals.
