We have an exciting opportunity for a Senior Analyst, Global Trade (GT) to gain experience and grow their skills as part of the world’s largest aerospace and defense company – RTX Corporation. As part of the Raytheon Legal, Compliance and Contracts (LCC) organization, GT Professionals plays a critical role in supporting the successful capture of international pursuits, and the execution of contracts, program and supply chain requirements. GT Professionals ensure that Raytheon remains compliant with both U.S. and Non-U.S. Export/Import (EX/IM) regulations in all the company’s global business transactions.
This position reports to the Advanced Products & Solutions (APS), Radio Frequency Solutions (RFS) Senior Manager. The RFS portfolio includes Radar Warning Receivers, Advanced Self Protect Integrated Sensors, Dual Band Decoys, Jammers, and Advanced Early Warning Systems. Please note that this is an export licensing position, not a shipping and logistics position.
The Senior Analyst will be responsible for working with the RFS GT Team and RFS Stakeholders to assist in the development of strategies to support international programs and business development capture efforts. The position work closely with internal and external customers to prepare and submit export authorizations that allow for the efficient and timely export of technical information, hardware, software and services. The successful candidate will have the opportunity to work in a high-energy, fast-paced environment and collaborating with multiple business functions for success.
What You Will Do
Provide consistent interpretations of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to RFS program stakeholders
Assist with the development of authorization strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense and dual use articles
Prepare and submit license applications, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA) and other requests for approval to the U.S. Department of State Office of Defense Trade Control Licensing, and to the U.S. Department of Commerce Bureau of Industry and Security and providing status updates to the stakeholders
Obtain signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable
Manage day-to-day execution of agreements and licenses and ensuring compliance for all activities under the agreements and licenses, such as foreign travel, foreign visits and export and import transactions
Maintain applicable records in accordance with regulatory and policy requirements
Monitor authorizations for any changes effecting the authorizations and acting upon knowledge of the change.
Participate in GT compliance audits and investigations
Regular travel within the U.S. to support meetings, Program activity and learning events
Qualifications You Must Have
Typically requires a University Degree or equivalent experience and minimum 2 years of prior relevant experience, or an Advanced Degree in a related field OR in absence of a degree, 5 years of relevant Global Trade experience is required
Minimum of 2 years of professional work experience in global trade or related field (customs, compliance or international contracts)
Ability to obtain and maintain a U.S. government issued security clearance is required
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Experience with Microsoft Office applications
Qualifications We Prefer
2+ years direct experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
A strong interest in the field of global trade and its strategic impact on the success of Raytheon
Practical Experience With DECCS, SNAP-R, OCR EASE Tools and/or SAP systems
