SUMMARY OF DUTIES
The Deputy Assistant Inspector General, Audits (DAIGA) is responsible for assisting the Assistant Inspector General, Audits (AIGA) in managing all aspects of the Office of Audits (OA) as it oversees the programs and operations of the National Railroad Passenger Corporation (Amtrak). The AIGA is responsible for assigning specific duties and responsibilities consistent with the essential functions described below and mission needs.
The DAIGA serves as an executive advisor to the AIGA on all audit related activities and ensures compliance with the Inspector General Act of 1978 (as amended) and other applicable laws and regulations of the United States, OIG Mission and Vision statements, and the highest ethical and professional standards.
ESSENTIAL FUNCTIONS
- Assists the AIGA in overseeing audit staff in planning, developing, and conducting multiple complex performance, financial, and information technology audits to improve the economy, efficiency, and effectiveness of Amtrak programs and operations, and limit opportunities for fraud, waste and abuse, while ensuring compliance with Generally Accepted Government Auditing Standards.
- Assists staff in the timely planning, development, and production of high-quality written reports that contain actionable and substantive recommendations. Oversees oral briefings for senior leaders regarding findings and status of complex audits.
- Reviews audit reports to ensure they effectively communicate findings and recommendations that will improve Amtrak performance. Works directly with audit teams to ensure they understand and incorporate report feedback.
- Consistent with the OIG’s Strategic Plan, assists the AIGA in providing management, oversight, and leadership to the audit teams to keep projects on track and ensure quality work
- Assesses performance, collaborates, and oversees goal setting, and provides feedback on personal development of OA Senior/Directors. Oversees professional and personal development of staff including coaching Senior/Directors on managing staff performance and providing constructive feedback.
- Provides assistance in administrative matters. Works with OA Senior/Directors to ensure the efficiency and effectiveness of OA operations.
- Helps maintain policies, procedures, and techniques used by staff, and identifies areas where additional clarifications and/or updates are needed.
- Assists in maintaining a quality control system to ensure that all audits are performed in accordance with established professional standards.
- Assists in the development and implementation of the Annual Audit Plan, addressing high risk and impact issues across all major company programs and activities, including those with potential financial benefits.
- Assists in evaluating work and determining audit staff workloads.
- Assists the AIGA in establishing long-term staffing goals including, the number and kinds of staff needed, preparing staffing and program budget requests and justifications, and ensuring the efficient allocation of resources.
- Assists the AIGA in developing succession plans for the Office of Audits.
- Serves as the OIG liaison for internal and external activities on matters pertaining to audit responsibilities, including The Council of the Inspectors General on Integrity and Efficiency.
- Keeps the AIGA informed of all audit activities, including audit progress, access-to-records issues, stakeholder updates, potential findings and corrective actions, and follow-on audit ideas.
