Horne’s Government Services team seeks an experienced Project Manager to play a key leadership role as the Supervisor of Case Management.

The person selected for this role will be charged with overseeing the development, administration, and monitoring of federally funded programs and projects being implemented by state agencies across Lee County, Florida.  The selected candidate’s primary responsibility will be to ensure that programs are eligible under both County and federal regulations, adhere to the outlined program guidelines and procedures, and maintain proper documentation to support all eligible expenses incurred by the County agency. As the Case Management Director, you will be expected to provide high-level management support across a broad range of areas including, project management, compliance and monitoring, reporting, and eligibility standards applicable for each project.  This role will be stationed in Fort Myers, FL.  

 

 

PRIMARY RESPONSIBILITIES

  • Reports to the Deputy Program Director; Responsible for overall case management team performance. Establish, communicate, prioritize, and enforce production and performance goals in alignment with program priorities
  • Manage and track project progress; Monitor and control team performance in accordance with established performance goals, regulatory compliance, and quality standards. Recommend corrective action and/or performance plan for underperforming team members or functional teams.
  • Supervise a dynamic staff of direct reports, creating opportunities for growth.
  • Ensure the delivery of timely, effective, and high-quality results to support CDBG-DR in Lee County.
  • Ensure provision of high-quality service to all clients, taking action as necessary to maintain the firm's high reputation for superior client services.
  • Ensures program customers are continuously updated regarding the status of the program application.
  • Obtains a working knowledge of customer needs and program eligibility criteria.
  • Understands program requirements and other key objectives.
  • Understand program processes from start to finish and communicates those processes clearly to applicants.
  • Establish, communicate, and enforce standard, efficient, and streamlined processes to support delivery of program goals; engage in total quality management practices to regularly evaluate effectiveness of established processes and implement change when needed.
  • Perform other duties as requested.

EXPERIENCE & SKILLS

  • 2+ years’ experience in a Project Management role, additional experience in CDBG-DR/Housing Program or other case management a plus;
  • Bachelor’s Degree preferred;
  • Professional reputation for consistent excellence in delivering on client commitments, ensuring effective program and project quality review processes, and driving a customer satisfaction culture.
  • Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities.
  • Demonstrated success managing complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
  • Demonstrated success in program execution, client relationships, and profitability.
  • Proven track record of leading a team and accomplishing successful business results.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Strong written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics.
  • Team player with the demonstrated ability to build organizational capability, motivate teaming partners/staff to ensure high levels of engagement, and work in a dynamic, fast-paced environment.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint and Project Management Software).
  • Strong conflict resolution and de-escalation skills required.
  • Detail-oriented with close attention to program compliance requirements, record keeping guidelines, and file closeout expectations.
