Position Overview
This position serves as a Motor Carrier Safety Assistance Program (MCSAP) Compliance Officer primarily for the District 6 area of the department located in the central area of Illinois. However, the incumbent may be occasionally assigned responsibilities throughout the state. The incumbent promotes and enforces Illinois and Federal Motor Carrier Safety Regulations (IMCSR, FMCSR), Hazardous Materials Regulations (HMR), and other applicable regulations. This position performs compliance reviews and new entrant safety audits on motor carriers domiciled in Illinois who operate in interstate commerce to determine their regulatory compliance and the culpability of identified violators and to identify an appropriate course of action to improve compliance with FMCSR and HMR. This position is also responsible for the identification of violators of IMCSR through the performance of compliance reviews at intrastate carriers’ facilities in Illinois. In addition, the incumbent conducts inspections on all commercial motor vehicles including, but not limited to, trucks, truck tractors, trailers, and passenger buses to maintain federal certification. Assignments involve the management and performance of a broad range of compliance functions.
Essential Functions
- Develops, coordinates, and participates in meetings with officials of state and local governments, other federal agencies, and motor carriers to persuade increased cooperation, uniformity of action, or methods of achieving MCSR or HMR compliance.
- Provides technical assistance and promotes safety education during motor carrier safety audits.
- Independently plans, prepares, and conducts complete safety audits of carriers to assess compliance with applicable MCSRs and HMRs. Performs in-depth review of safety aspects of each firm’s operations and provides expert assistance on a one-on-one basis for identified companies to enhance compliance.
- Conducts inquires, investigations, and/or compliance reviews to obtain evidence to support or refute allegations of carrier noncompliance with the IMCSR, IVC, and other regulations that govern the trucking industry and hazardous materials shippers.
- Recommends carriers for a compliance review based upon discovery of acute or critical violations and recommends sanctions for significant violations of the regulations or where patterns of non-compliance constitute a significant risk to health and safety.
- Responds to phone inquiries, prepares written responses, and provides assistance to the public and enforcement personnel to clarify or explain regulatory requirements.
- Prepares and presents programs which provide enforcement and industry personnel with initial and recurrent training in MCSRs and HMRs.
- Demonstrates competency through successful completion of all required initial and recurrent training and certification programs.
- Manages case work and other special assignments in an accurate and timely manner. Works with unit managers to meet the Bureau of Investigations and Compliance’s goals and objectives set forth by the Federal Commercial Vehicle Safety Plan.
