Job Purpose:
We are seeking a skilled Business Analyst 4 to support DTMB Agency Services in delivering excellent customer service for both project and work request needs. This role will involve facilitating the development of IT solutions, enhancing business processes, and collaborating with stakeholders across various teams to drive the success of inflight projects. The successful candidate will help ensure the effective implementation of IT solutions, contributing to the efficiency of the department and the satisfaction of the public.

Requirements

• Stakeholder Liaison: Act as the liaison between DTMB and project stakeholders, ensuring alignment on business goals and objectives.
• Requirements Elicitation & Facilitation: Lead and facilitate requirements elicitation meetings to gather and refine requirements. Conduct gap-fit analysis to ensure alignment between business needs and IT solutions.
• Documentation & User Stories: Prepare detailed functional and technical specifications, documenting user stories and capturing session outcomes in notes, specification documents, and user stories.
• Process Improvement & Reengineering: Conduct business process reviews and recommend process reengineering and technological improvements to make business operations more effective.
• Strategic Collaboration: Work with senior management to develop strategies, roadmaps, and resolve opposing positions to drive consensus for IT projects.
• Compliance & Standards: Support the development of compliance documents such as statements of work (SOW) and ensure alignment with relevant state or federal regulations.
• Agile Methodologies: Develop and manage user stories for Agile development projects, ensuring they meet business requirements and priorities.
• Reporting & Data Warehousing Support: Assist with reporting and data warehouse work, developing RFPs and supporting the management of reporting tools and platforms.
• Team Collaboration: Work with IT and business project teams to understand requirements and propose IT solutions.
• Project & Work Request Support: Participate in and provide support for ongoing and future project work, ensuring successful completion of work requests and enhancements.

Required Skills & Qualifications:

• Experience:
• Minimum 7 years of experience in business process review and requirements elicitation and documentation.
• Minimum 5 years of experience in Agile development and managing user stories.
• Minimum 2 years of experience working directly with senior management to develop strategies, roadmaps, or resolve business challenges.
• Minimum 2 years of experience supporting the development of statements of work or work agreements/contracts.
• Minimum 2 years of experience working on IT solutions for public use.
• Minimum 1 year of experience working on IT infrastructure projects.
• Minimum 1 year of experience working with projects governed by state or federal regulations.
• Skills & Tools:
• Strong analytical and problem-solving skills to assess business systems and recommend improvements.
• Proficiency in using MS Office to create project documentation and Agile tools (e.g., Jira).
• Experience with business process mapping, reengineering, and leveraging new technologies for business solutions.
