About the role

Project Context and Scope

Under the overall supervision of the Director, Coordination Office for the Mediterranean Mission in Italy and Malta, in coordination with the Project Manager and the direct supervision of the Medical Focal Point, the successful candidate will be responsible for the management of PMHA in Lampedusa and the medical escorting to the different final destinations, within the framework of the project ‘EU support through IOM to the Italian Ministry of Interior (Department for Civil Liberties and Immigration) to ensure adequate reception conditions during emergencies and the safe and dignified transfer of migrants landed in Lampedusa to other reception centres in Italy – EU Su-Port to Lampedusa’ funded under the AMIF fund of the European Commission (DGHOME). The project aims at facilitating and supporting the efforts already in place to decongest the Hotspot of Lampedusa, in view of ensuring all migrants disembarking have access to adequate reception conditions. The activities implemented by IOM ensure the swift and safe transfer via chartered flights of migrants, especially those in vulnerable situations, from the island to the available reception facilities throughout Italy, soon after all relevant procedures (incl. identification, fingerprinting and screening) are completed. The support also entails the organization of ground transportation, the provision of non-food kits (clothes, shoes, toiletry) and non-perishable food in areas not reached by the standard national support services whenever needed.

Tasks to be performed under this contract

1.Organize and perform PMHA in Lampedusa in order to provide fitness to travel, fulfilling the technical requirements in the areas of:

a.  Medical examinations

b.  Infectious diseases screening

c.  Referrals for treatment

d.  Pre-departure procedures and medical movements

e.  Documentation, certification and information transmission. 

2.  Perform, if needed, the medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).

3.  Maintain the medical equipment in Lampedusa as provided by IOM Italy so that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the services.

4.   Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management. 

6.  Collaborate with the Medical Focal Point to incorporate additional public health interventions, if necessary.  Interventions may include surveillance for communicable diseases, outbreak preparedness and response, health education and health promotion, public health services for host communities, liaison with public health institutions and other activities.

7.  Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles.

8.  Organize systematic collection, processing and analyses of migration health data according to guidelines. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the Medical Focal Point for migration health activities. 

9.  Provide oversight and coordinate the procurement of medical equipment, medications and other medical supplies in coordination with the Medical Focal Point and the resource management unit. 

10. Perform such other duties as may be assigned.

  Performance indicators for the evaluation of results   The main indicator being the performance of PMHA activities as per above, their implementation, the quality of reporting, including their transmission as per Standard Operating Procedures,  will be considered when assessing the quality of the performance of the consultant to be carried out by the COMED’s Medical Focal Point.

Education/Professional experience
  • University degree in Medicine from an accredited academic institution with at least 3 years of professional experience; or
  • University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, Internal Medicine, Emergency Medicine, Aerospace medicine or other related fields from an accredited academic institution, with relevant professional experience.
Languages
  • Fluency in Italian and English is required (oral and written);
  • Working language of French is desirable.
IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated
