Job Duties

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts. The Virginia Department of Health is seeking an experienced leader to serve as the Assistant Deputy Commissioner of Community Health Services (CHS). The Assistant Deputy Commissioner for Community Health Services (CHS) is a senior leadership position that reports to the Chief Deputy Commissioner for CHS, responsible for overseeing the administration and operations of the statewide CHS programs. This role involves providing high-level guidance on coordinating public health programs to ensure the delivery of quality public health services to all people in Virginia. This position directly oversees and supervises the leads for the following CHS functions – Business Processes, Healthcare Reimbursements, Regional Human Resources, and the Process & Evaluation Unit.

This position represents the agency at public health seminars, statewide meetings, the General Assembly, and other workgroups, as needed. Additionally, the Assistant Deputy Commissioner for CHS works collaboratively with Local Health Districts (LHDs), offering strategic leadership and direction on health initiatives and priorities. Serves as a liaison between internal and external stakeholders on compliance and program impact, identifying areas for improvement and advising senior leadership on updates, requirements, and communications. Provides guidance, recommendations, and support to the agency leadership team on important CHS matters.
The incumbent serves as a primary consultant to the Chief Deputy Commissioner for CHS on regulatory and compliance matters and assumes responsibility for non-medical responsibilities/decisions in their absence, ensuring continued leadership and operational efficiency.

Minimum Qualifications

• Extensive knowledge of principles and practices of public administration/management, and administrative functions and programmatic issues affecting large complex organizations
• Experience providing executive leadership and management of general operations, including guidance and direction of programs, administration, financial and budgetary matters
• Expertise in working within state and/or local health departments or public health settings
• Extensive experience with Public Health programs, including WIC, Title V, Title X, and others
• Extensive experience in policy development, interpretation, and implementation related to public health programs
• Demonstrated ability to provide clear and actionable recommendations to guide critical policy and program decisions
• Significant experience in providing leadership, supervision, staff development, and performance evaluations
• Expertise in strategic planning, financial management, program evaluation, and resource allocation
• Ability to work autonomously, manage competing priorities, and lead professional staff across multiple projects
• Exceptional research and analytical skills, with the ability to offer data-driven recommendations for program and operational improvements
• Highly organized, with the ability to manage multiple complex assignments within strict deadlines and with minimal supervision
• Experience collaborating effectively with internal and external stakeholders, demonstrating advanced communication and problem-solving skills
• Demonstrated ability to communicate clearly and professionally in both written and oral formats, including the ability to convey information in a concise, accurate, and organized manner to diverse audiences

• Working knowledge of VDH-specific regulatory compliance requirements, ensuring adherence to state and federal guidelines in the delivery of public health services
