Freedom Technology Solutions Group is seeking a strategic and results-driven Director to lead our GWAC/IDIQ Program Management Office (PMO). This individual will play a key role in managing and scaling our portfolio of pre-competed federal contract vehicles, including Government-Wide Acquisition Contracts (GWACs) and Indefinite Delivery Indefinite Quantity (IDIQ) contracts (like GSA schedules, OASIS+, etc.); focusing on business growth by managing the opportunity lifecycle, building agency/partner relationships, ensuring compliance, and driving task order wins through strong business development, capture, and program management skills.
Key Responsibilities
- Develop and execute overall strategy for GWAC/IDIQ vehicles, identify key growth areas and align opportunities with corporate goals.
- Lead capture efforts, shape bids, negotiate teaming, and drive proposal development for task orders.
- Oversee the IDIQ/GWAC lifecycle, manage performance, ensure contractual compliance, and optimize processes.
- Build and maintain strong relationships with federal agencies, clients, and industry partners.
- Provide subject matter expertise, guide teams, and advise senior management on contract strategy.
- Identify, track, and support the pursuit of task orders and opportunities across Freedom’s GSA schedules.
- Develop and maintain standardized PMO processes, reporting tools, and best practices in compliance with federal acquisition requirements (FAR, DFARS).
- Collaborate with Operations, Business Development, and Capture teams to support pipeline growth and program execution.
- Serve as a primary point of contact with government customers, subcontractors, and internal teams.
- Track program performance, including financials, schedule, quality, and risk across the contract vehicle portfolio.
- Ensure timely and compliant submission of deliverables, contract modifications, and re-compete efforts.
- Promote continuous improvement, scalability, and efficiency in PMO practices.
Essential Skills & Experience
- 10+ years of experience in federal contract/program management, including 5+ years in leadership or PMO roles.
- Demonstrated success managing GWACs/IDIQ vehicles such as GSA MAS, Alliant, SEWP, CIO-SP3, or OASIS.
- Proven success in business development, capture management, or program management within the federal space.
- Deep understanding of government contracting trends, competitor behaviors, and procurement processes.
- Be a writer and a doer. We all roll our sleeves up.
- Strong leadership, communication, analytical, and organizational skills.
- Requires a security clearance (e.g., Secret, Top Secret).
Preferred Qualifications:
- Experience supporting federal civilian and DoD agencies.
- Background in IT services, cybersecurity, or systems integration.
- Proficiency with MS Project, CRM and SharePoint.
