The Information Technology Bureau, Fiscal Affairs Division, administers and manages the $250M Expense, $400M Capital, and Grant budget portfolio to fund day-to-day operations and key strategic technology investments at the NYPD. Reporting directly to the Deputy Commissioner and Chief Information Officer, the Assistant Commissioner of Fiscal Affairs serves as the senior executive responsible for the financial strategy, capital planning, operating budget, procurement oversight, and fiscal governance of the Information Technology Bureau. This executive leads the Bureau's Fiscal Affairs Division and is responsible for developing and executing the financial strategy that enables enterprise technology initiatives supporting the New York City Police Department. The position oversees the complete financial lifecycle of technology investments, including operating and capital budgets, baseline funding, new needs requests, contracting funding, procurement planning, vendor financial management, grant opportunities, budget reconciliation, and long-range financial planning.
The Assistant Commissioner serves as the CIO's principal advisor on fiscal policy, technology investment strategy, and budgetary risk, ensuring that funding priorities align with departmental objectives, regulatory requirements, and the Burau's long-term modernization strategy. Working closely with executive leadership, the Deputy Commissioner of Management and Budget, OTI, and other oversight agencies, this position represents the Bureau on complex financial, contractual, and strategic funding matters affecting critical technology initiatives across the Department.
The selected candidate will perform the duties of an Administrative Staff Analyst, M-V, which include, but are not limited to:
- Provide executive leadership for all Fiscal Affairs operations, including Capital, Expense, Procurement, Receiving, Vendor Management, Invoicing, Budget Planning, and Financial Controls.
- Develop and manage the Bureau's annual operating and capital budgets, ensuring appropriate funding strategies for both existing operations and future technology initiatives.
- Direct the preparation and negotiation of New Needs submissions, baseline funding requests, budget modifications, PEG initiatives, capital commitments, grant opportunities, and other funding requests.
- Serve as the Bureau's senior representative before OMB, DCAS, the Comptroller, oversight agencies, and executive leadership on budgetary and financial matters.
- Advise the CIO on financial risk, funding availability, procurement strategy, and long-term fiscal planning.
- Oversee financial support for complex technology procurements, contract renewals, vendor negotiations, and multi-year capital projects.
- Ensure compliance with all applicable City, State, and Federal procurement laws, Comptroller directives, procurement policies, grant requirements, and financial regulations.
- Direct financial planning supporting enterprise technology modernization initiatives, cybersecurity investments, infrastructure refreshes, cloud services, mobility, public safety systems, and emerging technologies.
- Establish and maintain executive-level financial reporting, budget forecasting, expenditure analysis, performance metrics, and fiscal dashboards for Bureau leadership.
- Lead, mentor, and develop a multidisciplinary management team responsible for budgeting, procurement, contract administration, financial operations, and vendor management.
- Build collaborative leadership with internal bureaus, City agencies, vendors, and executive stakeholders to ensure timely delivery of critical technology investments.
- Provide executive leadership and management of the fiscal affairs division including directing supervising mentoring evaluating and developing managerial and professional staff establish division priorities oversee workforce planning and performance management and ensure the effective execution of the bureau's fiscal procurement responsibilities.
