Senior Director of Ambulatory Services - FT - Day Shift

SALARY RANGE: $123,250 - $166,750

DISTINGUISHING FEATURES OF THE CLASS: The work involves the responsibility for overseeing daily

patient care and business operations of outpatient service lines in Ambulatory Services at the Erie County Medical Center Corporation (ECMCC). The incumbent works through subordinate personnel and with clinical personnel to develop improvements and new initiatives related to quality of care provided. The incumbent oversees operations to evaluate the efficiency, necessity and financial viability of outpatient service lines. The work is performed under the general direction of a higher-level Ambulatory Services administrator. Supervision is exercised over lower-level professional, technical and clerical employees. Supervision is exercised over clinical employees for non-clinical matters.  Does related work as required.

 

TYPICAL WORK ACTIVITIES:

Administers the daily operations of Ambulatory Services outpatient operations through subordinate Directors of Outpatient Operations and other clinical and non-clinical staff assigned to various service lines and organizational functions;

Monitors, evaluates and revises clinical practices, such as care delivery models, and non-clinical practices, such as patient registration, patient scheduling, volume analysis, procurement, billing/payment practices and revenue capture, as needed;

Monitors and oversees the performance of individual service lines to ensure achievement of operational goals/objectives and financial viability; works with applicable subordinate staff and clinical staff to understand and analyze any such issues;

Develops and implements new initiatives related to clinical service line matters, regulatory changes and billing/revenue matters;

Develops strategic plans for new outpatient service lines and continued growth of services;

Develops tools to monitor quality and fiscal performance and provide identification of applicable trends;

Oversees the clinical and non-clinical practices to ensure deliver of care and non-clinical functions are performed in accordance with applicable laws, rules, regulations and accreditation standards;

Monitors the contracts of care providers and vendors to ensure performance is compliant with negotiated terms and monetary threshold;

Assists in contract negotiations with care providers and vendors;

Serves as a liaison between Outpatient Services, Ambulatory Services, ECMCC departments and external agencies;

Responds to problems by identifying and implementing appropriate corrective actions;

Participates in meetings and committees as required.

Thorough knowledge of organizational and administrative principles, practices and techniques as they apply to hospital outpatient clinics; thorough knowledge of applicable laws, rules, regulations and accreditation standards as they relate to hospital outpatient clinics; thorough knowledge of hospital budgetary and financial systems; thorough knowledge of concepts and procedures used in hospital outpatient clinics; good knowledge of organization and management techniques; ability to plan and evaluate programs; ability to monitor and analyze fiscal operations; ability to coordinate the work of the various clinical and non-clinical personnel and departments; ability to delegate responsibility effectively; ability to supervise others; ability to comprehend, interpret and negotiate contractual agreements; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

 

 

 

 

 

MINIMUM QUALIFICATIONS:

• Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and four (4) years of administrative or supervisory experience in a hospital or healthcare setting, of which two (2) years in an ambulatory or outpatient services setting; or:

 

• Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and six (6) years of administrative or supervisory experience in a hospital or healthcare setting, of which two (2) years in an ambulatory or outpatient services setting; or:
• An equivalent combination of training and experience as defined by the limits of (A) and (B).

 

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
