About the role

Desert Regional Medical Center is a 385-bed acute-care hospital classified as a stroke receiving center and level 2 trauma facility with an innovative, patient centered and evidence-based Rehabilitation Services Department.  Our compassionate team provides a wide range of inpatient and outpatient services, including acute care rehabilitation, joint replacement & spinal surgery, neurosurgery, ICU, Telemetry, step-down care, skilled nursing, as well as outpatient therapy, hand and lymphedema clinics. 

GENERAL DUTIES:

The Emergency Management Safety Officer will provide leadership, guidance and implementation of emergency preparedness and business continuity to prevent business interruptions and ensure safety for all patients, staff and physicians throughout the Desert Care Network (DCN). Hospitals include Desert Regional Medical Center (DRMC), JFK Memorial Medical Center (JFK), and Hi Desert Medical Center (HDMC). This role is a part of the DCN Leadership Team and manages and administers policies, procedures and technical standards related to emergency management and business operations, while ensuring delivery of services, staffing, utilization of technology, and policies and procedures are prudent, cost effective and compliant with federal, state and local laws and regulations. This position reports to the Chief Quality Officer at DRMC but is responsible for emergency management, disaster planning, and business continuity at all three facilities. General job duties include:

  1. Proactively leads the hospitals in time of crisis; manages & coordinates efforts, communication, and activities. 
  2. Works with hospital leadership at all sites to coordinate, develop and support the market emergency operations plan and business continuity plan. 
  3. Responsible for The Joint Commission (TJC) and Center for Medicare & Medicaid (CMS) Emergency Management and Business Continuity regulatory compliance at all sites. 
  4. Facilitates the Emergency Preparedness committees at each facility.
  5. Participates in the Environment of Care Committees at each facility, providing relevant reports related to Emergency Management. 
  6. Develops, coordinates, and facilitates all emergency preparedness drills internally and externally. Subject matter experts may co-lead drills when applicable (such as the Infection Preventionist, or as in the case of a utility failure, the Facility Director).  
  7. Evaluates drill and exercise results and reviews after action reports received from event leaders.  Identifies opportunities for improvement and recommendations with support from leadership. 
  8. Represents the hospital on local, regional, and state preparedness committees and activities. 
  9. Works with hospital leadership to ensure all staff receive initial emergency management training. Ensures all applicable hospital leaders and Emergency Management Committee Members are trained in the Hospital Incident Command System (HICS) and/or National Incident Management System (NIMS). 
  10. Works directly with Tenet Corporate’s emergency management team on corporate initiatives and activities.  Represents the hospital during a real-world emergency. 
  11. Plays an active role in all hospital level emergency planning, including surge coordination. 
  12. Conducts and/or supports the Hazard Vulnerability Analysis (HVA) and Business Impact Analysis for each site. 
  13. Oversees the inventory, maintenance and training on all emergency management supplies. 
  14. Responds to and oversees each hospital’s medical decontamination and mass casualty plans.  Organizes, trains and exercises medical decontamination response teams. 

 

POSITION QUALIFICATIONS:

  • Bachelor’s Degree in emergency management, safety, law enforcement, security management, fire science, emergency medical services (EMS), military or related discipline. 
  • 5-7 years of progressive management/leadership experience in Health Care Operations, specifically within emergency management or safety.
  • Previous healthcare emergency management experience preferred (working knowledge of TJC, CMS, HIPAA requirements, etc.)
  • Strong working knowledge of both federal and state emergency management rules and regulations.
  • Proven ability to manage large scale and complex emergencies; ability to be available 24/7 in case of emergency.
  • Excellent analytical, organizational, and communication skills.
  • Experience in creating and facilitating emergency exercises.
  • Strong knowledge of medical decontamination and organizing response teams. 
  • Strong project management skills (including analytical and organizational skills).
  • Experience with crisis communication tools preferred. 
  • Proven positive fiscal performance demonstrating responsibility and accountability.
