About this role

The team

The Compliance COO team is responsible for overall operations of BlackRock’s Compliance department (~300 people, 21 locations). It brings innovation, discipline, and emotional ownership by partnering with Compliance senior leadership to drive strategy, planning, and execution to achieve the department’s objectives. The role oversees operational strategy, communications, financial, headcount and talent management for the department.

The group performs a wide range of functions, including defining annual business objectives and targets; overseeing HR-related processes including headcount, recruiting, performance ratings and compensation; managing the Compliance budget; space requirements; and drafting and delivering communications on behalf of the Global Head of Compliance including townhall presentations, organizational changes and other announcements.

The role

We are seeking an individual with strong leadership, critical thinking and interpersonal skills, and a proven track record of successful execution. Reporting to Compliance’s COO and partnering closely with the Compliance leadership team, the Compliance Business Manager will play a key role in the day-to-day running of the department, as well as the management of long-term initiatives that support our strategy. The position is multi-faceted and requires partnership with key stakeholders across Compliance, the Legal &Compliance (L&C) COO team, Finance, and Human Resources (HR).

This role offers you the opportunity to help shape the strategic direction of the department, develop a deep understanding of BlackRock, lead various initiatives from start to finish, provide for variety in your project work, and exposure to senior leaders in the department.

Responsibilities

Strategy

  • Define annual business objectives and targets together with Compliance senior leadership team
  • Lead preparation for Business Reviews and annual Business Assessments
  • Encourage systematic review of current organization structure and succession plans
    • Identify opportunities to scale
    • Partner with L&C Technology to identify further opportunities to achieve operational excellence and scale

Financial Management

  • Partner with Finance to set and execute the annual budget for Compliance (expense and headcount), stay on top of the budget process and monitor trends
  • Own recruitment prioritization process and play lead role in headcount management
  • Track temp help and professional fee expenses

Operational Management

  • Oversee year-end processes including headcount, budget, performance ratings, compensation
  • Manage space, facilities requests (including seating); coordinate with L&C Business Manager
  • Oversee business continuity management plans

Communications

  • Responsible for ensuring that communications on behalf of the Global Head of Compliance are well developed and timely. This includes townhalls, presentations such as the Annual Compliance update to the Audit Committee of the BlackRock Inc. Board, organizational announcements, senior new joiners’ announcements, promotions, and other communications.
  • Responsible for keeping the senior leadership team and extended leadership team organizational charts up to date

Talent & Culture

  • Partner with HR to set, execute and track annual talent and diversity objectives, align with the firmwide Talent and Diversity agenda
  • Partner with HR and Finance on re-organizations
  • Drive footprinting strategy and execution
  • Partner with Talent Acquisition and L&C COO team to manage the recruiting allocation, open requisitions, liaise with recruiters and hiring managers
  • Monitor our Diversity, Equity and Inclusion (DE) efforts
  • Partner with HR to prepare materials for promotion candidates, performance ratings, organizational changes, key talent initiatives (trainings, workshops, seminars)
  • Track and monitor performance issues for the department
  • Review Employee Opinion Survey (EOS) scores and work with managers to address areas for improvement. Develop plans to continue to drive high levels of engagement and enablement

Metrics & Reporting

  • Produce insightful MI (partner with HR, FP&A) to help manage headcount, budget, org structure changes, and identify trends and future needs
