Position Type: Personal Services Contract (PSC)

 

Job Overview:

The Finance/Operations Director will be responsible for overseeing all financial and operational aspects of the RHAPSC project, ensuring the successful recruitment, hiring, and administration of personal services contractors (PSCs) to support USAID Bureau for Humanitarian Assistance (BHA). This role includes managing financial reporting, budgeting, forecasting, procurement, and operational workflows. The Director will ensure compliance with USAID and federal regulations while driving efficient project operations and financial management.

 

Key Responsibilities:

Financial Management:

- Oversee all financial aspects of the RHAPSC project, including budgeting, forecasting, cash flow management, and financial reporting.

- Develop and manage project budgets, ensuring alignment with contract objectives, USAID regulations, and internal financial policies.

- Ensure compliance with federal government and USAID financial regulations (FAR/AIDAR) related to cost principles and financial reporting.

- Monitor and track project expenditures, ensuring that all financial activities are aligned with the approved budget and provide timely financial forecasts and reports to USAID and project leadership.

- Prepare and submit monthly, quarterly, and annual financial reports, ensuring accuracy, transparency, and timely delivery.

- Ensure that all financial records are maintained accurately and in accordance with internal policies and external audit standards.

 

Operations Management:

- Oversee the operational aspects of the project, including procurement, logistics, administrative workflows, and HR operations to ensure the smooth running of project activities.

- Develop and implement operational policies and procedures, ensuring efficiency, compliance, and alignment with USAID and federal regulations.

- Manage procurement processes, ensuring compliance with USAID procurement guidelines, and oversee vendor selection and contract management.

- Coordinate with the operations and recruitment teams to ensure that all resources, systems, and personnel are in place to support PSC recruitment, onboarding, and administration.

 

Compliance and Risk Management:

- Ensure that all financial and operational activities comply with USAID and federal government regulations, including procurement, recruitment, and reporting.

- Identify potential financial and operational risks, implementing appropriate risk mitigation strategies and ensuring strong internal controls are in place.

- Lead audits, ensuring compliance with federal audit requirements and overseeing the preparation of documentation for external and internal reviews.

 

Procurement and Contracts Management:

- Manage all procurement activities related to the RHAPSC project, including the procurement of goods and services, negotiation of vendor contracts, and management of procurement processes.

- Ensure that procurement activities are compliant with USAID regulations and ensure cost efficiency and value for money.

- Develop and maintain relationships with vendors, ensuring timely delivery of services and supplies required to support the project.

 

Team Leadership and Development:

- Lead and manage the finance and operations teams, providing mentorship, training, and professional development to ensure high performance and compliance with USAID policies.

- Collaborate with project leadership to ensure that all financial and operational goals are aligned with broader project objectives and that the teams work cohesively to achieve project success.

 

Required Qualifications:

- **Education**: Bachelor’s degree in Finance, Accounting, Business Administration, or related field; Master’s degree or CPA preferred.

- **Experience**: Minimum of 8 years of experience in financial management, operations, or project management, including at least 5 years of experience in a leadership role within a U.S. Government-funded program or similar environment.

- **Financial Expertise**: Proven experience managing financial operations for large-scale, complex projects, including budgeting, forecasting, and financial reporting.

- **Operations Management**: Demonstrated experience managing procurement, logistics, and administrative operations, with a strong understanding of USAID and federal government regulations.
