Job Description:

The Nebraska Department of Health and Human Services is dedicated to enhancing mental health and substance abuse services through innovative solutions and collaborative efforts. We are seeking a dedicated and motivated Deputy Director of Behavioral Health to join our team. The Deputy Director of Behavioral Health will provide guidance and strategic direction to a diverse range of stakeholders including hospitals, community providers, mental health centers, and Medicaid Managed Care organizations. This role involves leading integration initiatives, enhancing service delivery, and developing policy to improve outcomes within the public behavioral health system.

Key Responsibilities:

  • Leads healthcare and holistic behavioral health integration initiatives with DBH partners.

  • Provides operational  assistance and consultation to improve service delivery and clinical outcomes for people served in the public behavioral health system.

  • Collaborates in the development and implementation of behavioral health cross division clinical processes and system reviews. 

  • Works collaboratively within DHHS and behavioral health system partners to assess and analyze the performance of service programs including fidelity monitoring and other service reviews.

  • Identifies key behavioral health service system performance indicators.

  • Convenes and leads behavioral health stakeholders in generating  service solutions and collaborates with experts, stakeholders, providers and consumers to advance them, including developing service proposals.

  • Participates with Division and other DHHS executive staff in service development, budgetary, organizational, and other administrative clinical functions of the Division.

  • Monitors national, state, regional behavioral health services and supports trends and clinical policy and practice.

  • Serves as the DHHS DBH lead in consulting and assisting behavioral health service system planning to promote changes related to services.   

  • Ensures education/training to behavioral health stakeholders, DHHS Divisions, and facility staff that furthers best practices and community integration.

  • Applies change, risk and resource management principles when needed to promote clinical system enhancements.


 

Requirements/ Qualifications:

Minimum Qualifications: Master’s degree in public or business administration, social/behavioral science, program evaluation, operations, or a closely related field. Proven experience in mental health or substance abuse systems. Experience leading a team in a managerial or administrative role.

Preferred Qualifications: Several years of relevant clinical and behavioral health system experience, including service development and delivery, Medicaid Managed Care, value-based contracting, and clinical policy implementation.
