Position serves as second-in-command of the Finance Division and provides daily oversight and guidance of operations to Purchasing, Accounting, Risk Management, and Budget departments. The position is responsible for developing and delivering innovative and relevant financial reporting and analysis to Commissioners and senior leadership, including quarterly financial and performance reports.  The position has responsibility for Finance-related County strategic plan initiatives; development and annual update of the Division of Finance strategic plan; Division-wide employee development and succession planning; incorporation of strategic and secure artificial intelligence tools in compliance with County policy and best practice; and drives performance improvement based on financial analytics. The position provides ad hoc financial analysis and performs complex special projects as requested by the Board of County Commissioners, County Manager, and CFO or as determined necessary by Deputy CFO within scope of duties.

 

 

Manage Finance Division

  • Provide day-to-day supervision of directors of Accounting, Budget, Purchasing, and Risk Management and acts as the backup in a director’s absence; act as the primary hiring authority for these positions
  • Develop and maintain adequate subject matter expertise to provide backup for department directors; oversee all budget preparation for Division of Finance; ensure staff members have the skills and resources to be effective through appropriate hiring, coaching, and training practices
  • Ensure direct reports are aware of expectations and hold them accountable and perform periodic reviews/evaluations. Differentiate between high and low performance. Reward and recognize hard work and results.
  • Ensure direct reports are routinely working with their staff to prepare and update training/employee development plans, to include succession planning for key positions
  • Address Division of Finance personnel issues and promote effective teamwork and respect in the workplace within the Division of Finance
  • Act as liaison with external departments to resolve issues, concerns, or conflicts with Division of Finance staff, policy, procedure, or practice; act as the escalation point for external departments, vendors, or the public when conflict cannot be resolved by a department director
  • Ensure continuous review and update of financial policy and procedure for compliance with applicable laws, regulations, and best practice, as well as internal divisional policies and procedures, including provision of fair and equitable use of training resources across the Division
  • Ensure adherence to statutory, regulatory, contractual and other deadlines as appropriate
  • Ensure communication within Finance, including the planning and facilitation of Division of Finance quarterly staff meetings, weekly Finance director meetings, and other meetings as appropriate. Develop other communication methods as appropriate.
  • Provide routine updates to the CFO on all items above as appropriate
  • Act with high financial and ethical integrity

 

Provide timely and accurate financial reports to Commissioners, county managers, and citizens

  • Oversee development of quarterly financial report and present to Commissioners in accordance with policy
  • Routinely evaluate information and format of financial reporting to ensure the most relevant financial and performance information is presented in the format and style best equipped to effectively share the most important parts of the story to a given audience
  • Provide support to the Accounting Director in the development of the annual comprehensive financial report, including audit activity, and financial statement presentation to Commissioners
  • Provide support the Budget Director in the development of the annual budget and actively participate in the budget development process
  • Act as reviewer and editor for documents prepared by Division of Finance staff and distributed to Commissioners, senior leadership, and citizens
  • In the CFO’s absence, review agenda items to ensure information is accurate
