Role Overview:
Plus Power recruits outstanding energy project development professionals who are driven to build assets that decarbonize the U.S. energy markets and grow their own careers. Plus Power is developing multiple battery energy storage projects across its portfolio. In connection with each of these projects, Plus Power’s Permitting Team is responsible for obtaining all Federal, State and local municipal and environmental approvals/permits required to commence project construction and operation. Plus Power is looking to hire an experienced Construction Compliance Manager to ensure that each of our projects is constructed in compliance/conformance with these permits.
The Construction Compliance Manager will ensure successful project execution in conformance with requirements of the project’s approved design and contract documents, and applicable conditions of Federal, State and Local governmental permitting approvals. This position will report to the Director of Permitting and lead all aspects of construction compliance from permit issuance through commercial operation.
Responsibilities
- Develop and execute a strategy to ensure that, during each project’s construction phase, Plus Power remains in full compliance with applicable land-use and environmental permits/conditions of approval, in collaboration with Plus Power’s Development and Engineering, Procurement and Construction Teams, and outside construction firms.
- Manage compliance with land-use and environmental permits and associated conditions specific to multiple ongoing projects across multiple states, from conception through commissioning, including:
- Identify and track all relevant permitting obligations (e.g., local, state and federal permitting requirements including NPDES, SPCC, Dust Control plans and requirements).
- Develop compliance plan for construction and operations team before they are on site, to ensure they are fully knowledgeable about compliance related activities.
- Develop and implement best practice procedures and policies for all projects moving forward with respect to all executable permits/approvals.
- Bridge between the Development and EPC organizations as Subject Matter Expert in all environmental and wetlands proceedings.
- Maintain appropriate project documentation.
- Oversee tracking and documentation of permitting compliance during construction.
- Ensure proper documentation is maintained for conforming and non-conforming work, tracking the progress of outstanding issues, identifying opportunities for corrective actions, and verifying corrective actions.
- Establish, develop and maintain best-in-class relationships with all relevant stakeholders.
- Ensure effective internal communication on project status and timely resolution of issues.
- Schedule and attend municipal, state, and environmental inspections.
- Obtain certificates of compliance (e.g., Notices of Termination, signed notifications that permit conditions are satisfied) for each project.
- Identify lessons learned and create feedback system into Development and Site Planning stages to address issues as early in the project lifecycle as possible.
- Develop a compliance handover plan to transition from the Construction phase to the Operations phase of the project.
