Leads the county health department’s emergency preparedness and response efforts, including: Develops and maintains all planning documents relating to emergency operations (all hazards) for the county health department. Facilitates training, exercises, mentoring and ensuring utilization of staff in support of the Incident Command System (ICS) in their response to operational events. Functions as ESF-8 Lead, Plans Chief, Backup Incident Commander or other role (as needed). Trains and mentors other DOH-Manatee identified staff in the key ICS leadership positions. Monitors, evaluates and trains staff to effectively utilize ICS. Provide Incident Management assistance to complement and support the existing DOH-Manatee Incident Command System for events that may exceed local capabilities. Ensure the training, exercises and capabilities needed for responding to potential natural and/or man-made epidemiological and/or environmental health events, including vaccination clinics. Provides guidance to the DOH-Manatee Directors in the development of their division and/or department emergency activities and support with the necessary training, coordination and/or planning. Ensures the DOH-Manatee communication systems (i.e.. Everbridge) activities are developed, trained and tested on a routine (monthly) basis to ensure 24/7/365 communication access to DOH staff. Coordinates COOP activities for the agency. Coordinate improvement of appropriate After Action Reports (AAR), Implementation Planning (IP) after events and exercises. Represent CHS in regard to appropriate local, Regional, State preparedness functions. Leads efforts related to Project Ready (PPHR) and Public Health Accreditation Board (PHAB) preparedness certifications and/or recertification, as required by Florida Department of Health and/or DOH-Manatee Administrator. Ensure that all plans, training and exercises meet the requirements of the DOH, CDC, and other federal public health preparedness guidance.
Takes a leadership role in Emergency Support Function 8 (ESF-8) at the county Emergency Operations Center (EOC) as defined in DOH-Manatee Emergency Operation Plans (EOP) and the county Comprehensive Emergency Management Plan (CEMP), including: Facilitates the coordination and development of public health and medical plans and response methodologies for the county concerning emergency and disaster response.
