Overview

The Supervisor – Security Administration oversee, supervise, and monitors all security activities for the Municipal Court, Convention Center, municipal buildings, and other City property. Ensures and supervise the protection of personnel and property against theft and vandalism.

Essential Functions

1 Supervise, oversee, and monitor the daily operations involved in security and incident reporting; assigns work, monitors situations and emergencies, tracks and documents personnel time; evaluates, monitors, and reviews the quality of work performed and ensures all policies are followed.

2 Implements schedules, and assignments; determines objectives needing emphasis; recommends or adjusts work priorities, project schedules, resources, and work plans as required.

3 Gives advice, counsel, instruction, and identifies routine training needs for security staff; provides knowledge and expertise on handling challenging emergency or security situations, and maintains strong open communication with City Management; ensures appropriate internal controls are in place and regularly evaluates staff and provides performance feedback.

4 Participates in staff and personnel management; reviews applications, participates in hiring processes, oversees training, resolves personnel conflicts, and approves payroll.

5 Creates and develops strong training and educational materials for new Officers; creatively and efficiently teaches new recruits to ensure highest quality of security services and compliance activities.

6 Oversee and supervise personnel operations and activities for security services; tracks and performs payroll activities, verifies certifications, and participates in other hiring, evaluation, training, and support activities.

7 Works with manager to address concerns from external agencies and departments; conducts and participates in special projects and ensures transparency in personnel operations.

8 Inspects, monitors, and evaluates the security procedures and standards and their application; ensures all security polices, and security directives are being followed and used appropriately.

9 Must be willing to travel to various locations within the City of Dallas to meet the program needs and to fulfill the job responsibilities.

10 Monitors, manages, and oversees contract compliance for vendors and other personnel working special events for City Hall.

11 Conducts internal workplace investigations regarding any relevant area of employee relations in violation of the City of Dallas Personnel Rules, Administrative Directives, or other policies, rules, or regulations: investigates harassment, discrimination, FMLA abuse, retaliation, theft, misuse, abuse, and other cases within the established timeline.

12 Researches, complies, and analyzes physical and verbal evidence; documents all interviews and interactions with complainant, accused, and witnesses; records and tracks receipt of all evidence and supportive documentation and maintains evidence with integrity according to procedure and guidelines.

13 Writes, drafts, and develops comprehensive, factual investigation reports including statements, findings, and department recommendations for use in administrative decision making.

14 Leads and oversees personnel monitoring and securing city locations and public spaces within the City; determines and creates schedules and assign information; ensures assignments are delegated, and approves payroll.

15 Supervises including, performance evaluation, overtime scheduling, disciplinary actions, training, and other personnel actions to ensure productivity and quality standards are maintained.

16 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

17 Meets with staff weekly to discuss information and directives received from upper management; sends emails as needed for weekly updates.

18 Monitors, and evaluates private security sector to ensure City polices are being met.

19 Directly or indirectly supervises all personnel in the Dallas Security Services including deployment, training, performance evaluations, and disciplinary actions to ensure effective personnel management.
