Recognizing the impact of investing in early childhood development, Harris County Commissioners Court has identified "expanded access to affordable, quality childcare" as a priority outcome for Harris County. 


The Manager will provide critical program management to achieve this outcome.


The Manager, Early Childhood Initiatives is responsible for supporting the implementation of key Early Childhood Initiatives programs. The Manager, Early Childhood Initiatives works with partners to ensure successful implementation of these key programs for Harris County’s young children and families and provides strategy guidance and execution for new initiatives. The Manager, Early Childhood Initiatives also provides support for overall Early Childhood Initiatives portfolio management.


Duties and Responsibilities:

  • Provide project management support to multiple Harris County Early Childhood Initiatives programs by serving as point of contact, maintaining program delivery schedules/budgeting and monitoring program performance.

  • Support vendor(s) in successful implementation of initiatives by measuring progress, ensuring budget fidelity and meeting county timelines.

  • Manage federal grant and contract compliance with technical assistance and coordination of internal systems and processes.

  • Establish positive relationships with vendors, county stakeholders and others to support portfolio growth and development.

  • Develop systems of regular reporting and other communications between county leadership, vendor(s) and various stakeholders.

  • Collaborate with Early Childhood Initiatives team and other county stakeholders on strategy and initiative development from ideation phase to program launch.

  • Advise and direct individuals on portfolio management and supports for organizational and programmatic success.

  • Other duties as assigned.


This is a grant-funded position expected to remain active only for the duration of ongoing support for the grant. Employment is contingent upon the availability and continuation of grant funding.

Examples of duties

Education:

  • Requires a bachelor's degree in early childhood development or education; Social Work; Political Science; Policy; Communications; Management; or related field.

Knowledge, Skills, and Abilities:

  • Knowledge of contemporary issues in early childhood development, especially systems, research, and policy-related areas.

  • Knowledge of the local childcare and out of school time ecosystems.

  • Ability in managing stakeholders and communicating effectively with diverse groups

  • Ability to effectively prioritize tasks and deliver results on-time in high-quality

  • Excellent written and verbal communication skills

  • Proficiency in Microsoft Office programs, including Teams, Word, Excel, and Outlook

Hours:

  • This is a full-time, position.

  • Days and hours of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m.
