Job Description

To be considered for this position candidate must be serving permanently in the title of Transportation Specialist, or be reachable on the civil service list.

Traffic Control & Engineering (TCE) is seeking a qualified candidate to fill the position of Transportation Specialist Level II to serve as the Director of Pavement Markings. As Director, the candidate will manage a large and complex operation overseeing all in-house pavement markings activities, including supervising staff responsible for the installation, repair, and maintenance of traffic control devices across all boroughs. Key responsibilities include planning and scheduling work crews, preparing budgets and labor estimates, determining parts and equipment needs, and requisitioning supplies. The Director will also coordinate efforts with other units, government agencies, and contractors, as well as manage work crew vehicle usage and ensure the efficient allocation of vehicles and equipment across teams. Administrative duties include maintaining absence control calendars, enforcing staff discipline, tracking and managing maintenance requests, overseeing the assignment of work orders, and advancing other agency priorities. The Director will ensure the timely issuance of daily work assignments, special instructions, and necessary equipment to all crews at the beginning of each shift, and will be expected to verify work locations and monitor assignment progress throughout the day. The Director will be responsible for scheduling field audits to ensure adherence to safety protocols, operating procedures, and the Department’s Code of Conduct, and will prepare appropriate documentation, including memoranda and audit reports. The Director will maintain open lines of communication with the Deputy Chief and respond to priority or emergency work as needed. The Director will be responsible for ensuring adherence to all agency safety rules and regulations in creating a safe work environment for themselves and colleagues, ensuring that all safety equipment and gear are used and worn properly on the work site. The ideal candidate will be expected to lead collaboratively and inclusively, develop a strong team, and effectively communicate through verbal and written forms with all stakeholders.

The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Traffic Control & Engineering is responsible for administration, engineering, and operations related to the installation, manufacturing, maintenance, and removal of signs, flexible bollards, moveable barriers, in-house traffic sign production, and other traffic control devices. The office draws on the expertise and talents of engineers, sign designers, planners, inspectors, IT experts, analysts, and others to help the agency achieve Vision Zero and other city goals.

Preferred Skills:
The ideal candidate for the position should be a creative problem solver, detail-oriented, and adaptive under pressure. They should also be highly resourceful in carrying out tasks and possess excellent communication skills. The candidate should exhibit strong leadership qualities with a proven track record of effective interaction with management and the ability to motivate staff. Additionally, the ideal candidate should possess strong managerial and interpersonal skills and be proficient in DOT’s Sign Information Management System (SIMS).

Note: Less than 2 yrs. City Service - New Hire Rate: $78,740, 2 or more yrs. City service - Minimum Incumbent Rate: $90,551.
