GENERAL PURPOSE: Under limited supervision, provide administrative support services to the Public Works Department. Serves as front line for telephone and in-person requests for information pertaining to Public Works and Engineering. Records management, data entry, and reporting, including GIS and CRM applications. Manage departmental permitting.
PRIMARY DUTIES AND RESPONSIBILITIES:

Serves as the Department’s first point of contact for customer interaction; provides excellent customer service, projects a professional image, communicates clearly and courteously with internal and external customers by telephone, in writing and in person.
Schedules meetings and maintains the calendar for the Public Works Director/Town Engineer; performs various staff support work. Schedules and/or attends staff meetings and training courses.
Accepts and reviews right-of-way, floodplain, grading, engineering and other applicable permit submittals for completeness, calculates and collects applicable fees. Forwards applications to appropriate staff for review.
Receives incoming calls from the public and/or staff and provides information as necessary; replies, forwards, sends and receives e-mails.
Writes office procedures, general correspondence, memoranda, letters, and informational handouts.
Maintains, creates and organizes files for all divisions under the Public Works Department; maintains records, files and logs; processes records requests and accident reports.
Performs data entry and manages all incoming requests are assigned appropriately and processes monthly reports through SeeClickFix, and Chino Valley Connected.
Processes random pulls for drug and alcohol testing for US-DOT employees and the Non-DOT Transit Program volunteers; notifies supervisors regarding pulled employees; maintains confidential drug and alcohol testing files; schedules CDL employee’s medical examinations; receives employee drug and alcohol test results; communicates with the testing company.
Participates in the implementation of departmental goals, objectives, policies and procedures.
Performs research including but not limited to land use, zoning, and property research.
Orders office supplies and equipment for all divisions; processes, monitors and provides petty cash; makes travel arrangements.
Creates and reviews requested reports relating to GIS and Public Works Permitting.
Orders or cancels gas credit cards; revises and maintains spreadsheets; creates and prints business cards.
Maintains the integrity, professionalism, values and goals of the Town by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
Supports the relationship between the Town and the constituent population by demonstrating courteous and cooperative behavior when interacting with residents, visitors and Town staff; enthusiastically promotes the Town’s goals and priorities in compliance with all policies and procedures.
Maintains absolute confidentiality of cases, issues, and records.
Performs related duties as required or assigned.
Minimum QualificationsEducation and Experience:
High school diploma or equivalent and 3 years of experience in advanced administrative support, including one year of permitting experience, or an equivalent combination of education, training and experience.
Required Licenses or Certifications:
May require possession of a valid driver’s license.
ICC Permit Technician Certification preferred; certification within 6 months of hire required.
GIS Administrative Certification preferred; may require future certification.
Required Knowledge of:
Modern office procedures, practices and equipment.
Microsoft Office Suite skills including MS Word, Excel, PowerPoint, and Outlook.
Pertinent rules, regulations, office policies and procedures related to assigned duties.
English usage, spelling, grammar, and punctuation.
Uses and applications of personal computers and various software applications.
Required Ability to:
Develop and maintain effective working relationships with Town staff, external organizations, vendors, suppliers, contractors, community groups, other public jurisdictions and the public.
