About the role

Under general supervision of the Unit Manager, the Specialist coordinates arrangements with telephone companies, cable television companies, and others on a company wide basis with respect to the joint use of poles and underground trenches installed by O&R or another utility. Ensures that work performed by joint use companies does not hinder our corporate operating practices. Maintains such records, as are necessary, for proper administration of agreements with telephone, cable television, and other companies with respect to the joint use of poles and underground trenches. The Specialist is involved in all aspects of the double wood remediation plan and shall be responsible for ensuring compliance with all applicable Commission orders.

Core Responsibilities
  • Coordinate fiber and cable attachment arrangements with various entities applying to attach to utility poles on a company wide basis. Manage all aspects of the application including, determining any necessary make ready work, billing and preparation for records administration.
  • Understand the necessary engineering standards that ensure licensees are adhering to the proper attachment policies of attaching to Orange and Rockland utility poles.
  • Assure departmental performance factors i.e. safety, reliability, productivity, and budget are achieved. Maintains awareness of organizational KPls/ Areas of Focus and implements corrective actions to meet goals.
  • Ensure compliance with Joint Use regulatory orders and municipality ordinances.
  • Respond to customer complaints on double poles and follow through with other companies attached to the pole and O&R departments to ensure customer satisfaction.
  • Develop and maintain a working knowledge of the following applications: Electric Information Management System Lite, Utility Management System, National Joint Utility Notification System, Outage Management System, Work Management System and other operational systems as required.
  • Update and/or review double pole information into the Utility Management System and the National Joint Utility Notification System providing reports as required.
  • Develop and maintain working knowledge of any relevant municipal and regulatory guidance and serves as a Subject Matter Expert on the Joint Use Program, assists in the development of applicable procedures and provides training as required.
  • Participate on teams and committees as required.
  • Performs other related tasks and assignments as required.
Required Education/Experience
  • Bachelor's Degree and 2 years related work experience or
  • Associate's Degree and 4 years related work experience or
  • High School Diploma/GED and 5 years related work experience
Relevant Work Experience
  • Demonstrated working knowledge of electrical theory of distribution systems and familiarity with the Company's construction standards and general policies, required.
  • Must have good conflict resolution skills and the ability to develop relationships, required.
  • Must have excellent oral and written communication and interpersonal skills. Must have the ability to effectively interact with customers, support staff, and various levels of management, required.
  • Must be well organized, detail oriented and flexible to handle multiple assignments and deadlines, required.
  • Proficient in Microsoft Excel is required.
  • Must be willing and able to respond to emergencies during off shifts, weekends, holidays and storms, as needed, required.
  • Prior experience in electrical distribution systems, preferred.
  • Prior experience with negotiations, day-to-day coordination of joint use agreements, and/or customer service, preferred.
  • Working knowledge of Work Management Systems 1s, preferred.
  • Prior experience with Oracle EBS, preferred.
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to work in field locations, customer premises and around high voltage electrical equipment.
