About the role

Reporting to the Facility Manager and the Area or Regional Safety Manager, the Facility Safety Program Manager I (SPM-1) will have a varying range of responsibilities depending on the size and complexity of the plant, number of employees and projects assigned.  The SPM-1 role will span strategic, tactical, and transformational safety and health management activities.  As the SPM-1, you will be responsible for overseeing regulatory compliance, training and implementation of Covanta’s safety policies, accident investigation and documentation, OSHA VPP efforts, and management of the other safety program initiatives (and Transfer Station’s DOT Driver’s Program, where it applies).  In addition to managing the facility’s safety program, the SPM-1 will oversee the employee training program, and assist with the daily execution of the facility safety and health activities (Transfer Station, Public Unloading Facility and Upper Lot Recycle operation, when it applies). 

The SPM-1 will also be called upon to contribute to the broader facility management team and provide leadership to process improvement and best practice deployment, demonstrating the right values and behaviors with high emotional intelligence in working with a disbursed stakeholder base, often on critical schedule projects.  You may be asked to help mentor or assist other SPM-1s at other locations or to help develop and implement corporate initiatives. 

Responsibilities:

  • Lead the implementation and enforcement of health and safety policies and procedures

  • Promote a strong safety culture and demonstrate personal commitment to health and safety excellence

  • Ensure compliance with regulatory and company safety requirements

  • Manage safety training programs, including bulletins, alerts, and procedures

  • Monitor contractor safety performance and ensure proper training and compliance

  • Conduct field safety reviews, provide coaching, and recognize safe behavior

  • Investigate incidents and near misses, oversee root cause analyses, and track corrective actions

  • Maintain safety records and manage all safety reporting

  • Oversee DOT program for site and over-the-road drivers (if applicable)

  • Coordinate fire system inspections and ensure functionality

  • Serve as the primary contact for the plant’s health clinic, scheduling exams and evaluations

  • Contribute to process improvement initiatives such as Lean and Six Sigma

Qualifications:

  • Bachelor’s degree in occupational health & safety or a related science field preferred

  • 3–5 years of health and safety experience in an industrial environment/ power plant environment

  • Strong working knowledge of OSHA 1910/1926 or related state regulations

  • Experience in operations and maintenance within an industrial setting

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Visio)

  • Strong analytical, communication, and interpersonal skills

  • Ability to lead, influence, and coach others constructively

  • Capable of working extended hours, weekends, and during outages when required

  • Physically able to climb, lift (up to 25 lbs), and wear full PPE including respiratory protection
