Location:This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship.  
What will you do?In this position, you are an advocate for Agile, committed to open communications and transparency to nurture high-performing teams under the Scrum or Kanban framework. You believe in the power of using communication and technology to improve lives and are comfortable leading digital transformation efforts for a large Federal agency. This may include strategic communications, content strategy and messaging, software development, cloud computing, human-centered design, measurement, analytics, or modernized learning. 
The Agile Project Manager will build a trusting and safe work environment to manage the work of a digital product team with a people-first approach and positive attitude. You will gain a clear understanding of the Product Owner(s) vision and will oversee the Bixal team’s efforts to bring this vision to fruition while acting as a Scrum Master to facilitate Agile ceremonies. 
The Agile Project Manager role serves as a Delivery Manager and Medicaid subject matter expert that will work closely with the Release Train Engineer to coordinate delivery, monitor development, proactively prioritize/pivot to meet evolving requirements, and regularly communicate timelines to a team.

Responsibilities:

  • Support Product Managers in scrum rituals, documentation, and user story development
  • Practice effective task management to prioritize work and meet short-turnaround deadlines while ensuring processes are followed and Bixal quality standards are met. 
  • Serve as the team’s liaison with federal clients to meet their needs, make their goals actionable, and provide consultation. Coordinate between the clients and team to leverage efficient time and resource use and to manage the pipeline of work and user expectations.
  • Regularly communicate with product users to get feedback, identify needs, provide updates on new functionalities or updated timelines, and follow up to ensure needs are met.
  • Provide subject matter expertise on CMS healthcare data interpretation and strategic planning as appropriate.
  • Work closely with Product Owners and Product Managers to inform the design and delivery of data products that would be the most valuable to CMS end-users.
  • Prioritize and maintain the product backlog to ensure Product Owner goals and objectives are achieved and coordinate with the team.
  • Define and implement process improvements to optimize efficiency and ensure deliverables achieve the highest quality, such as creating and implementing requirement checklists
  • Anticipate problems and identify solutions with an enthusiastic and positive attitude. 
  • Coach and mentor a team—identify strengths and work to improve weaknesses to help each member grow; guide team on how to effectively self-organize; lead the team through example. 
  • Feel confident presenting and articulating information to clients as needed. 
  • Participate in regular Program Management Team meetings.
  • Perform other duties or special projects as assigned. 

Qualifications:

  • Bachelor’s degree in Business, Technology, Public Health, or a related discipline.
  • Experience with Medicaid or healthcare data and/or healthcare policy.
  • Ability and willingness to undergo a background investigation and obtain a Public Trust security clearance.

  • 3+ years of experience managing high-performing, cross-functional digital product teams in positions of increasing complexity and responsibility. 
  • Technical fluency, ability to understand and report (in plain language) on technical tasks.
  • Demonstrated history of interfacing with cross-functional teams and senior management, as well as external clients and other stakeholders. 
  • Excellent soft skills: good communicator, emotionally intelligent, empathetic, good follow-up, polite, positive attitude.
