The Business Development Manager is a member of the core Business Development (BD) team, responsible for securing new business in regions where Eurasia Foundation (EF) works and beyond. Responsibilities include leading proposal teams that produce high-quality applications, proposals and statement of interests for U.S. Government international development agencies as well as foreign governments, foundations, and other donors. This role also works in close collaboration with programs, communications, finance and other teams at EF. The position involves up to 25% international travel to competitively position EF for new opportunities, identify new partners and donors, and conduct effective capture. The BD Manager will develop fundraising strategies for European-based donors, identify opportunities and expand EF’s work and portfolio over time. 

Essential Functions 

  • Business Development: Identifies new business opportunities, leads capture process, and manages proposal development, ensuring full compliance with donor requirements, engagements with partners, and high-quality, on-time submissions.
  • Lead and manage proposal development from solicitation analysis through technical and cost application development, submission, and award negotiation
  • Participate in and contribute to bid/no-bid decision-making process
  • Contribute to the development and execution of capture strategies, including competitiveness analyses
  • Identify and lead outreach to new partners and prospective donors, including, in particular, European donor agencies by developing fundraising strategies, building relationships, identifying and pursuing new funding opportunities.
  • Develop proposal checklists and calendars; assemble and manage bid teams, ensuring adherence to deadlines and responsiveness to solicitations
  • Manage development of statements of interest and concept notes in response to RFA/RFPs
  • Provide quality control of proposals; ensure their compliance with all solicitation requirements and timely submission
  • Negotiate roles and funding levels with potential partner organizations, manage technical and cost inputs from partners, serve as a point of contact throughout partner negotiations
  • Manage award negotiations and SOWs on approved proposals
  • Leadership/Supervision:  Provides daily supervision and leadership to staff towards achievement of goals/objectives, in accordance with project(s)/program(s). Provides leadership and staff towards achievement of results. 
  • Mentor and support the professional development of junior staff members.
  • Design and lead business development trainings for non-BD staff.
  • Budget and Finance:  Develops capture budgets as well as works with finance and administrative team to design and finalize cost applications and full budgets for proposals. 
  • Work with Accounting and Finance Department to develop cost proposals.
  • Assists with creating and establishing annual business development budgets. 
  • Strategic Planning:  Participates in the strategic planning process and decision making, focused on strategy development and implementation to further advance Eurasia’s Foundation’s goals and impact.
