Job Description

AECOM is seeking a Senior Project Manager – Capital Projects to serve as the owner’s representative and lead project manager for complex public-sector capital projects. This position will provide overall leadership and accountability for assigned projects from acquisition and pre-development through design, Design-Build procurement, construction, commissioning, and closeout.

The Senior Project Manager will be responsible for managing project scope, schedule, budget, risk, quality, consultants, contractors, and stakeholder coordination while ensuring projects are delivered in accordance with established program controls and public-sector requirements. For projects requiring multiple project management resources, this position will also provide direction and oversight to Project Managers assigned to the project.

Responsibilities

  • Serve as the owner’s representative and lead project manager for assigned capital projects from acquisition and pre-development through design, construction, commissioning, and closeout.
  • Provide overall leadership and accountability for project scope, schedule, budget, quality, risk, and delivery performance.
  • Lead Design-Build procurement and delivery activities, including development and coordination of Requests for Qualifications (RFQs), Requests for Proposals (RFPs), proposal evaluations, interviews, negotiations, and contract award activities.
  • Coordinate acquisition and pre-development due diligence activities, including site assessments, feasibility studies, existing conditions investigations, utility evaluations, environmental reviews, and other technical assessments.
  • Develop and maintain project execution strategies aligned with program requirements, project objectives, funding constraints, and stakeholder expectations.
  • Manage multidisciplinary architectural, engineering, specialty consultant, contractor, and Design-Build teams throughout the project lifecycle.
  • Review consultant and contractor deliverables for completeness, quality, contractual compliance, constructability, and alignment with project objectives.
  • Monitor project schedules and budgets, identify potential variances, and develop mitigation and recovery strategies when necessary.
  • Lead project risk management activities, including identification, assessment, tracking, mitigation, and escalation of significant project risks.
  • Manage project changes and support evaluation of change orders, cost proposals, schedule impacts, claims, and other contractual matters.
  • Direct and review the work of Project Managers and other project management resources assigned to the same project.
  • Facilitate project, stakeholder, executive, and decision-making meetings and ensure appropriate follow-up of decisions and action items.
  • Prepare and present executive-level project reports addressing schedule, budget, risk, design, procurement, construction, and other key performance indicators.
  • Coordinate with internal stakeholders, facility representatives, user groups, consultants, contractors, authorities having jurisdiction, and other project participants.
  • Ensure project activities comply with applicable public-sector procurement requirements, building codes, regulations, standards, policies, and contractual requirements.
  • Support permitting, agency coordination, utility coordination, and other regulatory activities necessary for successful project delivery.
  • Provide oversight during construction, including resolution of design and construction issues, review of project performance, and coordination of stakeholder decisions.
  • Support commissioning, substantial completion, final completion, turnover, occupancy, and project closeout activities.
