JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Communications and Signal Processing (CSP) Division of the Communication, Information, and Navigation Office (CINO) at the Applied Research Laboratory (ARL). We are looking for a highly motivated, proactive, self-starting Engineering Program Manager (PM) who desires to work in a growing area encompassing communications and signal processing disciplines. We offer an environment where you have the ability to stretch yourself technically by providing a dynamic research environment where one can work on a variety of problems and tasks.
You will:
- Lead strategic planning efforts to include recommended changes that impact program direction, data reporting, analysis efforts, and long-range planning to advance and expand the program
- Work closely with the Stakeholders, Portfolio Managers, and Principle Investigators
- Provide regular oversight of budgets
- Prepare budget analysis and reports
- Coordinate and implement financial strategies integral to strategic planning to ensure cost effectiveness
- Provide leadership of projects, initiatives, and teams
- Manage and produce deliverables to meet sponsor expectations
- Responsible for business development such as identify potential sponsorship and funding opportunities
- Prepare, review, and approve all financial, compliance, research administration, and contractual transactions and documentation
- Develop relationships to benefit program goals; evaluate and translate client/faculty needs into projects; negotiate contracts as needed
This job will be filled at multiple levels depending upon education and experience. Typically requires a Master's degree with 6+ years’ experience. Additional experience and/or education and competencies are required for higher level jobs.
Requirements include:
- PMI Certified Associate in Project Management (CAPM) or DAWIA equivalent
- Good communication and writing skills
- Strategic Planning
- Ability to forge strategic partnerships and liaise with diverse stakeholder
- Experience with directing, coordinating, and overseeing large scale CONUS and OCONUS projects
- Experience in theater security operation exercises
- DoD, FFRDC or UARC experience
- TS/SCI Clearance
Preferred Qualifications:
- Proficient in Microsoft Project
- Experience with Visio
- Experience with Latex
- General experience with Microsoft applications
- Proficiency with ProPricer, SIMBA, and Concur
