About the Department of Finance
The Department of Finance manages the city’s investing, fiscal analysis, budgeting, debt and asset management, tax assessment and collection, and accounting functions as well as establishing, maintaining and enforcing fiscal policies, practices and procedures for the entire City and County of Denver. About the Assessment Division
The Assessment Division locates, appraises and records all of Denver's real and personal properties in accordance with the Colorado Constitution, State statutes and Board of Equalization procedures. The Assessor certifies valuations to several special tax districts and tracks values and annual tax increments within the City's various tax increment financing (TIF) districts. The Division prepares and delivers the tax warrant to the Treasurer; maintains records on tax exemptions for seniors and other populations; generates value notices for all taxpayers; and processes written and in-person valuation protests and appeals.

In this Real Property Appraiser Specialist position, you will primarily oversee the upper-level property assessment appeals process including negotiate valuation settlements, participate in hearing preparation, and guide staff in hearing presentation. You will also perform specialized appraisal review work of all large, complex, and unusual property types and provide advice and guidance on complex appraisal and assessment issues.
Specifically, as a Real Property Appraiser Specialist, you will:
Analyze and interpret appraisal data and information using applicable state statutes, regulations, guidelines, and standard appraisal practices. Use the Uniform Standards of Professional Appraisal Practice (USPAP) to ensure appropriate appraisal requirements are incorporated into assigned activities.
Review, analyze and negotiate property valuation appeals at the highest levels of appeal, explain assessment procedures, coordinate testimony and prepare evidence to the State Board of Assessment Appeals, Arbitration, and District Court on behalf of all residential teams.
Analyze and interpret data such as market sales, costs of construction, industry studies and publications to determine correct valuation for all assigned properties. Is assigned the highest valued and most complex property types across all residential teams.
Perform reappraisals of entire classes of properties and apply valuation techniques mandated by USPAP and state statutes and subject to an independent auditor hired by the Colorado State Board of Equalization.
Provide training and serve as a resource for appraisal staff on appraisal issues and methodology, applicable statutes, and preparation for hearings at lower appeal levels. Reviews work completed by residential appraisal staff.
Perform other related duties as assigned or requested.
