Description

 Remote Work Location: This position may be performed remotely from Florida, Georgia, Kentucky, Missouri, Ohio, North Carolina, South Carolina, and Tennessee. Candidates must reside in one of these states to be considered. 


General Description of Position:

Clearwave is scaling its fiber build program from ~500,000 to 1,000,000 homes passed over the next 4–5 years. The Project Manager, Market Expansion role stands up the Market Expansion function's PMO/Expansion Operations capability; the connective tissue that gives leadership visibility into the market pipeline, keeps cross-functional teams, and turns a fast-scaling, multi-team effort into something trackable, reportable, and governable. This is a build-from-near-zero role: there is no existing PMO function today, limited legacy reporting to inherit, and no established tool stack. The first 3–6 months are about building the operating system for the whole team.

Duties and Responsibilities:

  • Market Funnel Management & Stage-Gate Tracking: own the operating cadence for tracking markets through every stage of the funnel (Full Opportunity Universe through Build-Active and post-build) and hold functional partners accountable to stage-gate criteria.
  • Pipeline Reporting & KPI Management: build, run, and manage the reporting that feeds recurring governance meetings (ex. Expansion Leadership Meetings and Market Approval Committee). To include pipeline coverage ratios (qualified and engineered buffer) and at-risk market flags.
  • RACI Governance & Meeting Facilitation: own the RACI (Responsible, Accountable, Consulted, and Informed) document end to end. Build it, keep it current as the org. evolves, surface ownership gaps or overlaps, and facilitate the cross-functional meetings where it gets used and revised.
  • Engineered Pipeline Coverage Monitoring: track the qualified pipeline coverage ratio and the engineered buffer separately, and flag early when falls below tolerance.
  • Executive Reporting: prepare and present pipeline health, build portfolio and progress, and KPI materials for the VP, CRO, and executive audiences as needed.
  • Cross-Functional Coordination: serve as the connecting point across Market Intelligence & Selection, Market Development, and Government Relations; the person who knows how every piece of the funnel fits together operationally.


Requirements

Minimum Requirements:

  • Bachelor's degree in business, analytics, project management, or a related field preferred.
  • 5+ years (Project Manager) or 8+ years (Senior Project Manager) of experience in a PMO, program/portfolio management, or business operations role, ideally supporting a capital-intensive build, construction, infrastructure, or network deployment function.
  • Demonstrated experience building reporting or pipeline-tracking systems from scratch; not just operating an existing one.
  • Advanced proficiency in Excel, PowerPoint, and at least one pipeline/PM tool (Smartsheet, Airtable, Salesforce or similar).
  • Experience designing or facilitating RACI frameworks and cross-functional governance cadences.
  • Strong executive communication skills: comfortable distilling complex, multi-team
