The Opportunity:

CACI is looking for an experienced Financial Analyst who will be supporting the Planning, Programming, Budgeting & Execution (PPBE) process and financial management processes for the Department of Defense Chief Information Officer Cyber Academic Engagement Office (DoD CIO CAEO). The candidate will work with project management and task leads to build actionable financial execution plans for the Government client.

Responsibilities:

The Financial Analyst will provide financial budgetary support to include, but not limited to funding, forecasting, programming, budget documentation, execution status, and financial performance.  Additional responsibilities include:

  • Review and analyze current budget plans and historical data to provide recommendations for improvements.
  • Develop and implement processes for tracking and managing budget execution.
  • Conduct regular financial analyses to assess budget performance and identify variances.
  • Ensure all budget activities comply with relevant regulations and internal policies.
  • Facilitate effective communication with stakeholders regarding budget status and financial performance.
  • Provide support using Government information technology (IT) systems for all phases of PPBE and provide analytical support using the information and data contained in the government IT systems for DoD CIO CAEO staff and leadership.



Qualifications:

  • Minimum of 5 years’ experience performing financial analysis and evaluation work. 
  • Thorough knowledge of generally accepted accounting principles and generally accepted auditing standards. 
  • Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and the DoD Planning, Programming, and Budgeting Systems (PPBS) including Program Objectives Memorandum (POM) and Budget Estimate Submission (BES).
  • Experience providing government staff support for annual program funding.
  • Demonstrated experience supporting the PPBE process, such as preparing budget exhibits and forecasting.
  • Working knowledge of appropriate accounting and financial software. 
  • Bachelor’s degree in related field, such as finance, business administration, accounting, banking and credit, etc. 
  • Excellent oral and written communication skills.
  • Must possess an active Top Secret clearance.

  • Desired:
  • Knowledge in government acquisition, financial management, program management, and legislative affairs or related experiences within a DoD organization (preferably the Office of the Department of Defense (DoD) Chief Information Officer (CIO))
  • Exceptional attention to detail
  • Prior experience as part of an auditing team
