ARServices is seeking an Acquisition Project Manager (APM) to join our team supporting the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD). In this position the successful candidate will provide Advisory and Assistance Services (A&AS) to the Combating Terrorism Technologies Division (CXC) in the Counter-WMD Technologies Department (CX) delivering acquisition project management support. The successful candidate will represent a classified program, often independently, representing government guidance and coordinating with government financial and contracting officers as well as refining requirements with combatant command end users.
The principal duty of the position is to provide the government program manager with acquisition planning, programming, budgeting and execution (PPB&E) support for defense technology development projects in accordance with DOD Directive 5000.01. The A&AS APM will apply experiential knowledge to:
- develop acquisition strategies and procurement documents to include drafting statements of work, developing Independent Government Cost Estimates, conducting market research, and preparation of other procurement documents for successful funding and execution of DoD Research Development Testing & Evaluation (RDT&E) projects;
- develop, monitor and co-manage project plans for assigned projects;
- coordinate and lead support to contracting officers up through contract award and administration functions to support the customer;
- prepare and maintain program management execution reports;
- support the design of the program to meet capability gaps recommending acquisition vehicles within Economy Act or various types of contracting mechanisms to develop solutions and close gaps;
- Author correspondence, program briefings, etc.; and,
- support the overall management of R&D projects related to cost, schedule, and performance (aka, commitments, obligations, and expenditures) to include thorough documentation preparation, monthly performance report review and archival during execution, and project close out actions.
Requirements
The successful candidate must have a demonstrated ability to work independently while building partnerships and operating on integrated teams and have:
- Experience: minimum 7 years professional experience in assignments of successive responsibility culminating in a minimum of 1 year as a deputy project manager or commensurate position of responsibility. Experience with DTRA is preferred. Candidate will have a minimum of 2 years’ experience working within the DoD preferably in Research, Development, Testing and Evaluation (RDT&E) and as such, familiarity with the Department of Defense Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services.
- Skills/Competencies: ability to work independently and demonstrated successful project management reporting and execution; excellent communications at senior levels; demonstrated success with multi-year fiscal planning and execution; and, fully versed in MS Office software suite. Other required skills include:
- Behaviors: team player not afraid to be accountable and take initiative, anticipate requirements, implement self-developed plans for on-time, under budget success with minimal supervision; comfort working within matrix organizations, able to manage work on multiple tasks simultaneously, and successfully de-conflict demands from equal stakeholders;
- Knowledge: financial knowledge and experience in executing and tracking financial expenditures to include source documents such as monthly reports, invoices, spend plans, etc. DOD Directive-5000.01 acquisition management, work experience with DTRA and/or the SOCOM community, minimum of three to five years’ experience in DoD acquisition, project management or contracting is required; experience with Special Operations, Counter-Proliferation (CP) / CWMD technologies, familiarity with detection and defeat of chemical, biological, radiological or nuclear weapons is desired;
- Education: BA/BS degree preferably in management, business, or policy. Additional qualifications are preferred (e.g., Defense Acquisition Workforce Improvement Act (DAWIA) Project Management, or PMP).
- Clearance requirement: TOP SECRET/SCI
- Acquisition Program Planning and Project Management Training (eg., met certification standards for DAWIA Level II Acquisition Project Management and/or Defense Acquisition University project management course work)
- Analytical Research (assessing threats and market research for state of art technology development capabilities)
