Serves as the Florida Breast and Cervical Early Detection Program (FBCC) Project Specialist which is a responsible professional position working under the direct supervision of the Senior Management Analyst Supervisor – SES in the Bureau of Tobacco Free Florida, Cancer Prevention and Control, Breast and Cervical Cancer Program.  Duties include, but are not limited to the following: 

 

Assists with implementation of BCC activities in accordance with federal grant expectations, state, and departmental policies. Manages Central Office Regionwide Share Folder communication process. Serves as Medicaid back-up for completing application reviews and submission to the Department of Children and Families. Prepares annual Medicare Part B Fee Schedules for regional sites. Assists with maintaining specific program designated email inboxes. Serves as backup for addressing customer calls and email inquiries. Assists with writing and reviewing of required program documents including annual grant application.

Serves as a contract manager and provides program oversight and technical assistance to assigned regional sites as needed. to support cancer control interventions. Maintains contract management certification.  Collaborates on creation of program procurement materials. Ensures all ongoing contracts and agreement forms are correct and up to date; technical assistance via conference calls and/or correspondence is provided; site visits are performed; invoices are complete, correct and submitted, per standard operating procedure; vendors and sub-recipients are paid in a timely manner; and the budget for the services is correct.

Maintains active communication avenues with program partners by providing consultation, technical assistance and capacity building techniques for program development, implementation, monitoring, evaluation, and reporting.  Manages inventory of FBCC educational materials Reviews and drafts communication materials requested by the Department such as educational and informational materials, press releases, pamphlets, brochures, articles, abstracts, resources, promotional items, and website updates.

Assists with the coordination of external and internal partnership meetings to achieve grant requirements for coordination of program efforts. Fosters effective working relationships with statewide program cancer partners, bureau wide programs, county health department staff and individuals who have an impact on the FBCCEDP Program

Maintains current knowledge and skills in areas of responsibility through attendance at professional meetings, teleconferences, and by reading current literature pertinent to cancer.  Seeks appropriate educational opportunities.  Works with the bureau evaluators to monitor and evaluate BCCEDP efforts based on the most current scientific evidence of cancer control practice

Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
