JOB TITLE:   

Program Manager, Community Health - Rural Health

JOB PURPOSE:   

Manage community program to include staffing, budgets, projects, reports, promotions, and communications. The incumbent will serve as the day-to-day manager of one or more initiatives within the Wyoming Rural Health Institute. The initial project for the current position will be with the Wyoming Point-of-Care Ultrasound Initiative (WY-POCUTI), which is focused on expanding access to ultrasound services and ultrasound training throughout Wyoming.  Responsibilities will include hiring and supervising program staff, coordinating in-person and remote trainings, coordinating the initiative’s training fund, managing the project’s task forces and working groups, monitoring program budgets, creating and implementing project work plans, preparing progress reports for internal and external stakeholders, drafting and managing MOUs, developing promotional campaigns and advertising the program, coordinating with key partners and other stakeholders, organizing and facilitating project meetings, and assisting with development of policies and procedures.  The incumbent may also provide program management support to other initiatives in the Wyoming Rural Health Institute as needs arise.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Manage and oversee the administrative and daily operations of a university program, ensuring compliance with university, state, and federal policies and regulations. Assist with implementation of programmatic strategies. 
  • Oversee program staff, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluate performance and recommend personnel actions; motivate employees to achieve peak productivity and performance.
  • Participate in the development of annual operating budgets and provide fiscal direction to the unit; manage contract, grant, and/or state funding; approve and monitor budget expenditures; prepare budget revisions; oversee, coordinate, and/or assist with proposals for additional funding. Create/monitor budgets, timelines and work plans; create progress reports.
  • Provide technical and/or professional coordination and leadership in the execution of day-to-day program/project activities, as appropriate to program objectives and area of expertise.
  • Develop and implement systems and processes to establish and maintain records for the operating unit. Generating reports and responding to other data queries.
  • Oversee and/or coordinate the data collection, compilation, and analysis of program activity; develop statistical and program reports and respond to data requests.
  • Develop promotional campaigns and advertising for program and scholarship opportunities.
  • Establish and implement short- and long-range goals, objectives, policies, and operating procedures.
  • Assist with implementation of comprehensive program evaluation and creation of progress reports.
  • Collaborate with university departments, programs, projects, local and state school systems, and/or community organizations to consolidate resources and enhance programs. Coordinating relationships with partners and stakeholders.
  • Oversee policy development, testing and tracking of certification process.

MINIMUM QUALIFICATIONS:  

Education: Bachelor’s degree in relevant field

Experience: 4-5 years related experience
