The Deputy Chief Information and Technology Officer (DCITO) position involves operational and tactical planning, development, evaluation, and coordination of the organization's information and technology systems, ensuring the continuous delivery and operation of integrated information systems. This role is primarily charged with the operational side of the technology department, including shared technical services (infrastructure), data and application technology, intelligent transportation systems (OT), IT asset management, and IT business operations.The Deputy Chief Information and Technology Officer reports directly to the Chief Information and Technology Officer (CITO), serving as the CITO’s delegate during their absence, assuming senior technology oversight and authority. The Deputy Chief Information and Technology Officer supports the CITO in creating and maintaining collaborative relationships with internal and external stakeholders to ensure that the agency continues to optimize its core IT services.
Duties & Responsibilities:
ESSENTIAL:
Senior Leadership and Consultation
- Provides senior leadership and oversight to divisions/business units in terms of data and application technology, shared technical services, intelligent transportation systems, asset management, and IT business operations.
- Leads the development and implementation of annual business plans that support the strategic technology objectives of a multi-model transit agency.
- Works collaboratively with internal stakeholders to identify, design, and execute strategic initiatives in support of the Agency’s strategic plan.
- Serves as a senior leader in the annual budget planning process and actively engages with department budget holders to ensure accurate forecasting, and expense management for areas of accountability.
- Develops and maintains enterprise IT policies and procedures to ensure the protection of IT assets and the integrity, security, and privacy of information.
- Cultivates a culture of excellence, engagement, inclusion, diversity, belonging, and accessibility.
- Assists the CITO in providing guidance and leadership on evaluation, selection, implementation, and maintenance of the organization’s information systems by evaluating alternatives, performing appropriate cost-benefit analysis, and recommending solutions that balance cost and acceptable risks.
- Communicates IT plans, policies and technology trends throughout the organization and promotes and oversees relationships between IT resources and internal and external customers.
- In collaboration with the cybersecurity division, assists in enterprise-wide business recovery planning and execution to ensure timely and effective restoration of IT services in the event of a disaster.
People Power Management
- Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.
- Conducts performance reviews and holds employees accountable for the performance of their responsibilities.
- Fosters a culture of safety and ensures compliance with all federal and state laws and regulations.
